APPOINTMENTS TO THE PUBLIC SERVICE STAFF RELATIONS BOARD

December 9, 1996 – The President of the Queen’s Privy Council for Canada and Minister of Intergovernmental Affairs, the Honourable Stéphane Dion, today announced the appointment of Mr. Yvon Tarte as Chairperson of the Public Service Staff Relations Board.

Mr. Tarte has been Vice-Chairperson of the Public Service Staff Relations Board since May 9, 1996, and previously served as Deputy Chairperson of the Board from January 1992 until his appointment as Vice-Chairperson. Prior to that, he was General Counsel at Elections Canada, and Executive Director of the Office of the Commissioner of Canada Elections. His earlier experience includes Counsel for the Canadian Human Rights Commission; Counsel for the Royal Commission of Inquiry concerning Certain Activities of the Royal Canadian Mounted Police; Appeals and Grievance Officer with the Public Service Alliance of Canada and Counsel for the City of Ottawa. Mr. Tarte is a lawyer who has many years of experience in arbitration and mediation.

The Minister also announced that Mr. Barry Turner has been reappointed as a member of the Public Service Staff Relations Board. Mr. Turner has been a member of the Board since December 1991. Before his appointment to the Board, Mr. Turner managed his own consulting firm and, from 1984 to 1988, he served as Member of Parliament for the constituency of Ottawa-Carleton. Prior to that, he held the position of Development Manager with the Conference Board of Canada. His earlier experience includes Director of Development and Executive Director, Forum of Young Canadians with Ashbury College and various positions with the Canadian International Development Agency.

The Public Service Staff Relations Board is an independent, quasi-judicial tribunal responsible for the administration of the Public Service Staff Relations Act. The Board establishes systems of collective bargaining and grievance adjudication in the federal public service. The Board is also responsible for the administration of certain provisions of the Canada Labour Code concerning occupational health and safety of public servants.

These appointments are effective immediately.
