MINISTER STÉPHANE DION WRITES TO
MR. LUCIEN BOUCHARD CONCERNING
MR. BOUCHARD'S POSITION, AS PREMIER OF QUEBEC,
ON A UNILATERAL DECLARATION OF INDEPENDENCE


OTTAWA, ONTARIO, August 11, 1997 – On August 6, for the first time as government leader, Mr. Lucien Bouchard expressed in writing his views on a unilateral declaration of independence by Quebec. Mr. Bouchard stated his position in a letter to New Brunswick Premier Frank McKenna. It is in this context that the Minister of Intergovernmental Affairs, Mr. Stéphane Dion, wrote to Premier Bouchard, on behalf of the Government of Canada.
