APPOINTMENTS TO THE PUBLIC SERVICE STAFF RELATIONS BOARD
OTTAWA, ONTARIO, May 23, 2002 – The Honourable Stéphane Dion,
President of the Privy Council and Minister of Intergovernmental Affairs, today
announced the following appointments:
Ian MacKenzie, of Ottawa, is appointed as a full-time member of the
Public Service Staff Relations Board for a two-year mandate. Mr. MacKenzie is a
lawyer with extensive experience in areas including mediation, workplace dispute
resolution, training, policy analysis and research. Since 1991-1992, Mr.
MacKenzie has served as a legal researcher, research consultant and counsel
(Judicial Affairs) in the Department of Justice. His nomination will take effect
on July 3rd, 2002.
Ruth Elizabeth Bilson, of Saskatoon, Saskatchewan, is appointed as a
part-time member of the Board for a two-year mandate. She has been Dean of the
College of Law at the University of Saskatchewan since 1999, and has been
associated with the University since 1979, as an assistant professor and in
various administrative positions. Ms. Bilson is the author of many books and
papers and has delivered numerous lectures.
Ken Norman is appointed as a part-time member of the Board for a
two-year mandate. Mr. Norman teaches at the College of Law of the University of
Saskatchewan. He is the author of a number of government studies and has
collaborated on a variety of publications.
Denise T. Wilson, of Willowdale, Ontario, is appointed as a part-time
member of the Board for a two-year mandate. Ms. Wilson is a private practice
mediator with over 20 years of labour relations mediation experience. Her
expertise has on many occasions successfully resolved workplace disputes in a
variety of sectors throughout the country. She served for 19 years in the Office
of Mediation at the Ontario Ministry of Labour.
Thomas S. Kuttner is appointed as a part-time member of the Board for
a two-year mandate. In addition to teaching at the Faculty of Law of the
University of New Brunswick for over 22 years, Mr. Kuttner has a keen research
interest in the fields of labour law, administrative law and constitutional law,
and has greatly contributed to labour law reform in both the provincial and
federal sectors.
The Public Service Staff Relations Board is an independent, quasi-judicial
tribunal responsible for the administration of systems of collective bargaining
and grievance adjudication under the Parliamentary Employment and Staff
Relations Act. The Board is also responsible for the administration of
certain provisions of Part II of the Canada Labour Code concerning
occupational health and safety of public servants. In addition, the Board is
responsible for the application of the Yukon Public Service Staff Relations
Act and Part 10 of the Yukon Education Act.
