Opportunity for All

Throne Speech 2001outlines the next steps in the
Liberal government’s moderate, balanced plan to create opportunity for all
Canadians in the 21st century -- that will allow Canadian men, women
and children to be the very best they can be in a country that is the best in
the world.
A plan that was endorsed by Canadians on November
27th 2000, with a third straight Liberal majority government.
We are proud of our achievements in our first two
mandates, and honoured that the people of Canada have -- once again -- judged us
worthy of their confidence and trust.
We will fulfill the commitments we made to
Canadians in our election platform: "Opportunity
for All."
A plan whose overriding goals are branding Canada
as one of the most innovative nations in the world and widening the circle of
social and economic inclusion so that all Canadians can be full participate in
building our shared future.
Since first taking office in 1993, we have worked
-- step-by-step -- with Canadians to lay a strong economic and social foundation
for Canadian excellence, prosperity and an even higher quality of life in the
new, global knowledge economy.
Thanks to the courage and sacrifice of Canadians
we have renewed our economic strength and entered an era of ongoing budgetary
surpluses.
Our plan is based on the fundamental belief that
the surplus belongs to all Canadians.
It is a smart, focused plan that seeks to ensure
a brighter future for all Canadians by striking the right balance of:
- Paying down the debt;
- Cutting taxes fairly;
- Investing in health care;
- Investing in research and innovation;
- Investing in families and children; and,
- Protecting the environment.
It is a plan for both creating and sharing
opportunity.
It will brand Canada as one of the most
innovative and entrepreneurial nations in the world: a land of endless
opportunity for our best and brightest and a magnet for new investment, ventures,
ideas and talent.
It will also enhance our unmatched quality of
life by building a more inclusive society, one in which we share opportunity --
and one where no Canadian is left behind as we move ahead together.
2001 Throne Speech Plan
Our plan for our third mandate is designed to:
- Build a world-leading Canadian economy driven
by ideas and talent;
- Create a more inclusive society where
children get the right start in life, quality health services
are available to all, and families enjoy strong and safe communities;
- Ensure a clean, healthy environment for
Canadians and the preservation of our natural spaces; and,
- Enhance our Canadian voice in the world and
our shared sense of citizenship.
