Prime Minister Jean Chrétien today announced changes to the Ministry.

"The new team I am presenting today is a mix of new faces and seasoned veterans, said the Prime Minister. "I look forward to leading this new cabinet team in the coming years as we move ahead with our agenda for a prosperous and inclusive Canada in the 21st century. We have accomplished a lot so far in this mandate. But we still have a lot of work to do. And I look forward to rolling up my sleeves and getting it done."

The Prime Minister also announced that Her Excellency the Governor General has elevated the Honourable Herb Gray to the highest title that can be given to holders of public office in Canada, that of "Right Honourable". Mr. Gray is leaving Cabinet to become Chair of the Canadian Section of the International Joint Commission. The Prime Minister expressed his profound appreciation for Mr. Gray’s illustrious career of service to Canadians and his exceptional contribution to the political life of the country. Mr. Gray replaces Mary Gusella who has been appointed Senior Advisor to the Privy Council Office.

The Prime Minister also expressed his gratitude to:

• The Honourable Brian Tobin for his contributions as Minister of Industry;
• The Honourable Alfonso Gagliano, who has been named Ambassador to the Kingdom of Denmark, for his efforts as Minister of Public Works and Government Services;
• The Honourable Ronald J. Duhamel, who has been summoned to the Senate, for his contributions as Minister of Veterans Affairs and Secretary of State (Western Economic Diversification)(Francophonie);
• The Honourable Maria Minna for her work as Minister for International Cooperation;
• The Honourable Hedy Fry for her contributions as Secretary of State (Multiculturalism)(Status of Women);
• The Honourable James Scott Peterson for his work as Secretary of State (International Financial Institutions); and
• The Honourable Gilbert Normand for his contributions as Secretary of State (Science, Research and Development).

The Prime Minister welcomed the following new members to the Ministry:

• The Honourable William Graham as Minister of Foreign Affairs;
• The Honourable Susan Whelan as Minister for International Cooperation;
• The Honourable Gerry Byrne as Minister of State (Atlantic Canada Opportunities Agency);
• The Honourable Maurizio Bevilacqua as Secretary of State (Science, Research and Development);
• The Honourable Paul DeVillers as Secretary of State (Amateur Sport) and Deputy Leader of the Government in the House of Commons;
• The Honourable Gar Knutson as Secretary of State (Central and Eastern Europe and Middle East);
• The Honourable Denis Paradis as Secretary of State (Latin America and Africa)(Francophonie);
• The Honourable Claude Drouin as Secretary of State (Economic Development Agency of Canada for the Regions of Quebec);
• The Honourable John McCallum as Secretary of State (International Financial Institutions); and
• The Honourable Stephen Owen Secretary of State (Western Economic Diversification)(Indian Affairs and Northern Development).

The Prime Minister also announced the following changes of responsibilities:

• The Honourable Ralph Goodale, who was previously Minister of Natural Resources, becomes Leader of the Government in the House of Commons, while retaining his duties as Minister responsible for the Canadian Wheat Board and Federal Interlocutor for Métis and Non-Status Indians;
• The Honourable John Manley, previously the Minister of Foreign Affairs, becomes Deputy Prime Minister and Minister of Infrastructure and Crown Corporations, as well as Minister with political responsibility for Ontario;
• The Honourable Anne McLellan, who was Minister of Justice and Attorney General of Canada, becomes Minister of Health;
• The Honourable Allan Rock, previously the Minister of Health, becomes Minister of Industry;
• The Honourable Martin Cauchon, who was Minister of National Revenue and Secretary of State (Economic Development Agency of Canada for the Regions of Quebec), becomes Minister of Justice and Attorney General of Canada, as well as Minister with political responsibility for Quebec;
• The Honourable Don Boudria, who was Leader of the Government in the House of Commons, becomes Minister of Public Works and Government Services;
• The Honourable Herb Dhaliwal, who was Minister of Fisheries and Oceans, becomes Minister of Natural Resources, as well as Minister with political responsibility for British Columbia;
• The Honourable Claudette Bradshaw, Minister of Labour, takes on the additional duties of Secretary of State (Multiculturalism)(Status of Women);
• The Honourable Elinor Caplan, previously Minister of Citizenship and Immigration, becomes Minister of National Revenue;
• The Honourable Denis Coderre, who was Secretary of State (Amateur Sport), becomes Minister of Citizenship and Immigration;
• The Honourable Robert Thibault, who was Minister of State (Atlantic Canada Opportunities Agency), becomes Minister of Fisheries and Oceans;
• The Honourable Rey Pagtakhan, previously Secretary of State (Asia-Pacific), becomes Minister of Veterans Affairs; and
• The Honourable David Kilgour, previously Secretary of State (Latin America and Africa), becomes Secretary of State (Asia-Pacific).

Some members of the Ministry who were not in Ottawa for the swearing-in ceremony will be sworn in at a later date.

Minister of Foreign Affairs

Constituency:  Toronto Centre – Rosedale (Ontario)

Mr. Graham was first elected to the House of Commons in 1993 and re-elected in 1997 and 2000. He has served as Chair of the Standing Committee on Foreign Affairs and International Trade since 1995. He has also been Vice-President of the Parliamentary Association of Organization for Security and Co-operation in Europe and Chair of the Inter-Parliamentary Forum of the Americas. He also has worked with PD Burma, an organization of legislators around the world concerned about democracy in Burma, and is a member of the Inter-Parliamentary Council Against Anti-semitism.

As a lawyer, Mr. Graham has been a partner in the firm of Fasken and Calvin (Toronto). He has also been Director of the Centre of International Studies at the University of Toronto, and has taught in the Faculty of Law at the University of Toronto, the University of Montreal and McGill University. A former President of the Alliance française in Toronto, Mr. Graham was appointed Knight of France’s Legion of Honour. Mr. Graham studied at Upper Canada College, Trinity College, the University of Toronto (B.A. Hon. and LL.B.), and the University of Paris (Doctorate in Sciences juridiques).

He and his wife Catherine have two children: Katherine Helen and Patrick William.

Minister for International Cooperation

Constituency:  Essex (Ontario)

Ms. Whelan was first elected to the House of Commons in 1993 and was re-elected in 1997 and 2000. She has served as Chair of the Standing Committee on Industry, Science and Technology, and has served as Parliamentary Secretary to the Minister of National Revenue. She has also been a Director of the Canada-United States Interparliamentary Group and chaired the National Auto Caucus.

In her private career, Ms. Whelan was a lawyer with McTague and Clark, and with Yuffy, Roberts, Goldstein and Manzocco in Windsor, Ontario. She is a former member of the Metropolitan Hospital Foundation Committee, and has been also been involved in the Essex Region Conservation Foundation and the Windsor-Essex Alzheimer Society. Ms. Whelan studied at the University of Windsor (LL.B.) and the University of Detroit (J.D.).

Minister of State (Atlantic Canada Opportunities Agency)

Constituency:  Humber-St. Barbe-Baie Verte (Newfoundland)

Mr. Gerry Byrne was first elected in a 1996 by-election and was re-elected in the 1997 and 2000 General Elections. He has served as Parliamentary Secretary to the Minister of Natural Resources and has been a member of the House of Commons Standing Committee on Public Accounts, of the Standing Committee on Transport and Government Operations, and of the Standing Committee on Fisheries and Oceans. He has also served as member of the Standing Committee on Natural Resources.

Mr. Byrne holds a Bachelor of Science Degree in biology from Dalhousie University. He has experience in the business and technical development of aquaculture, fisheries and forestry initiatives, as well as in the tourism and small-scale manufacturing sectors.

Mr. Byrne is married to Ms. Denise Gibbons.

Secretary of State (Science, Research and Development)

Constituency: Vaughan--King--Aurora (Ontario)

First elected as a Member of Parliament in the 1988 election, Maurizio Bevilacqua was re-elected in 1990, 1993, 1997 and 2000.

Mr. Bevilacqua served as Parliamentary Secretary to the Minister of Human Resources Development and to the Minister of Labour. He has also been Chair of the Standing Committee on Finance and the Standing Committee on Human Resources Development.

He holds a B.A. from York University in Toronto.

He and his wife, Elena, have two children:Jean-Paul and Victoria.

Secretary of State (Amateur Sport) and Deputy Leader of the Goverment in the House of Commons

Constituency:  Simcoe North (Ontario)

Mr. DeVillers was first elected to the House of Commons in 1993 and was re-elected in 1997 and 2000. He has served as Parliamentary Secretary to the President of the Queen’s Privy Council for Canada and Minister of Intergovernmental Affairs. His committee experience includes work as Vice-Chair of the Standing Committee on Justice and Human Rights, and as member of the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources, and the Standing Committee on Environment and Sustainable Development.

Mr. DeVillers’ career as a lawyer with Midland and Penetanguishene spans more than twenty years. He has also been a municipal solicitor, and has raised funds for the Rosewood Shelter for Battered Women and Children. Mr. DeVillers studied at the University of Ottawa.

He and his wife Nancy have three children: Michael, Alan and Jocelyn.

Secretary of State (Central and Eastern Europe and Middle East)

Constituency: Elgin--Middlesex--London (Ontario)

Mr. Knutson was first elected to Parliament in 1993 and was re-elected in 1997 and 2000. Appointed in 1998 as Parliamentary Secretary to the Prime Minister, Mr. Knutson has also been a member of the House of Commons Standing Committee on Environment and Sustainable Development, the Standing Joint Committee on Scrutiny of Regulations, and the House of Commons Standing Committee on Fisheries and Oceans.

Prior to his election in 1993, Mr. Knutson managed a small business support corporation and was a part-time instructor at Fanshawe College.

Mr. Knutson has a law degree from the University of Windsor and a Master’s in Business Administration from the University of Western Ontario.

He and his wife, Christine, have three children: William, Michael and Clare.

Secretary of State (Latin America and Africa)(Francophonie)

Constituency:  Brome–Missisquoi (Quebec)

Mr. Denis Paradis was first elected to the House of Commons in a 1995 by-election. He was re-elected In 1997 and 2000. Mr. Paradis served as Parliamentary Secretary to the Minister of Foreign Affairs and to the Minister for International Cooperation and Minister responsible for La Francophonie. He has also held a number of positions in Parliament, including those of Vice-Chair of the Standing Committee on Public Accounts; Vice-Chair of the Standing Committee on Health; and Vice-Chair of the Standing Joint Committee on Official Languages.

A partner in the law firm of Paradis-Poulin, Mr. Paradis was called to the Quebec Bar in 1976. He also taught agricultural law for the Quebec Bar Association from 1978 to 1982. He was President of the Association of Lawyers outside Major Urban Centres in 1983, Vice President of the Quebec Bar Association in 1992, and President in 1993-94. He is a member of the Canadian Bar Association and of the Federation of Law Societies of Canada. Mr. Paradis studied at the University of Ottawa (B.Comm., 1970; LL.L, 1975). He is a co-author of Règles de procédure devant les tribunaux administratifs (1985).

Secretary of State (Economic Development Agency of Canada for the Regions of Quebec)

Constituency:  Beauce (Québec)

Mr. Claude Drouin was first elected to the House of Commons in the 1997 General Election and re-elected in 2000. In September 2001, he was named Parliamentary Secretary to the Minister of Industry. During his first term, he was a member of the House of Commons Standing Committee on Transport. After his re-election, he was a member of the Standing Joint Committee on Official Languages.

Mr. Drouin has had a diverse professional career; has served as recreation director for the town of Frampton; foreman for Group Bocenor; and promotional officer for the town of Saint-Joseph. He holds a diploma in engineering from the CEGEP de la Pocatière.

Mr. Drouin is married to Ms. Maryse Hamel. They have three children.

Secretary of State (International Financial Institutions)

Constituency: Markham (Ontario)

Mr. McCallum was first elected in November 2000. In September 2001, he was named Parliamentary Secretary to the Minister of Finance, and he has also been a member of the Standing Committee on Finance.

Before his election, John McCallum was Senior Vice-President and Chief Economist of the Royal Bank of Canada, a position he held since 1994. Prior to joining the Bank he was Dean of McGill University's Faculty of Arts. He also taught economics at the University of Manitoba, Simon Fraser University, the University of Québec at Montréal and McGill University, and is the author of numerous publications on economic issues.

Mr. McCallum obtained a Bachelor of Arts from the University of Cambridge in 1971, a Dîplome d' Études Supérieures from the Université de Paris in 1973, and a Ph.D. in Economics from McGill University in 1977.

Mr. McCallum is married to Nancy Lim and they have three children.

Secretary of State (Western Economic Diversification) (Indian Affairs and Northern Development)

Constituency:  Vancouver Quadra (British Columbia)

Mr. Stephen Owen was first elected as a Member of Parliament in November 2000 general election. In September 2001, he was named Parliamentary Secretary to the Minister of Justice. He has also served as a member of the Standing Committee on Justice and Human Rights.

Mr. Owen was Professor of Law and Public Policy at the University of Victoria from 1997 until his election. He has also served as a Commissioner and Vice-President of the Law Commission of Canada.

He served as Deputy Attorney General of British Columbia (1995-97), Commissioner of Resources and Environment of British Columbia (1992-95), Ombudsman of British Columbia (1986-92), and Executive Director, Legal Services Society of British Columbia.

Mr. Owen received his law degree from the University of British Columbia in 1972, and his Masters in Law from University College, University of London in 1974. He also received his Masters in Business Administration from the International Management Institute, University of Geneva, in 1986.

Mr. Owen is married to Diane Koerner and they have two sons.
