I would like to offer you my sincere congratulations on your victory in the presidential election on July 3. The solid majority you received is a tribute to your vision in leading Russia towards the 21st century as a dynamic member of the democratic community of nations.

Under your leadership, Russia has achieved significant progress in economic and political reform. I am confident that the courage and determination that transformed Russia in your first term will continue to serve you well. While challenges still lie ahead, the Russian people have made a clear choice to continue on the path of reform in order to build a better future for themselves and their children.

As you begin your new mandate, I wish to assure you of Canada's continuing friendship. I look forward to renewing our common efforts to realize the tremendous potential that exists in the warm and extensive relationship between Canada and Russia.
