Statement by the Prime Minister on the death of the Hon. Jack Sydney George (Bud) Cullen P.C.

Prime Minister Paul Martin today made the following statement:
It is with sadness that I learned of the passing of the Honorable Bud Cullen P.C.
A Member of Parliament for Sarnia-Lambton during the years of the Trudeau government, Bud Cullen played an important role in defining the Canada of today first as a Parliamentary Secretary and then as a Privy Councillor and member of the Cabinet.
As Minister of Employment and Immigration, he helped to usher in the Immigration Act of 1976 which, for the first time, included a provision for private sponsorship of refugees. This enabled community and church groups to help refugees in Canada adding significantly to our capacity to give safety and shelter to those in desperation and need.
He also presided over far-ranging amendments to the Unemployment Insurance Act in 1977 to increase work incentives and fairness, particularly in responding to regional economic needs and differences across Canada.
These were but two of his considerable achievements. Their impact continues to be felt to this day.
On behalf of all Canadians, I pay tribute to Bud Cullen and his accomplishments as an M.P. and a Minister of the Crown. I extend to his family our deepest condolences on his passing and our profound appreciation for what he gave to his country.
