While no specific duties are given to a Minister of State, he can be assigned by the Governor in Council to assist any Minister or Ministers having responsibilities for any department or other portion of the public service.

[138] O'Connell was appointed Minister of Labour on 28 Jan. 1972.

[139] Mackasey was appointed Postmaster General on 8 Aug. 1974.

[140] LeBlanc was assigned by Order in Council P.C. 1974-1837 of 8 Aug. 1974 to assist the Minister of the Environment to carry out the latter's responsibilities as Minister of Fisheries. Also the powers, duties and functions of the Minister of the Environment under various Acts relating to fisheries were transferred to Mr. LeBlanc by Order in Council P.C. 1974-1839 of 8 Aug. 1974. Mr. LeBlanc was given the title "Minister of State (Fisheries)". He was appointed Minister of the Environment on 14 Sept. 1976 and given the title "Minister of Fisheries and Environment".

[141] Marchand was assigned by Order in Council P.C. 1976-2424 of 30 Sept. 1976 to assist the Minister of Industry, Trade and Commerce in the carrying out of the latter's responsibilities in respect of the policies and programs related to small business firms and was given the title "Minister of State (Small Businesses)". He was assigned by Order in Council P.C. 1977-2796 of 29 Sept. 1977 to assist the Minister of Fisheries and the Environment ir the carrying out of the latter's responsibilities in respect to the policies and programs related to Environment and was given the title "Minister of State (Environment)". He was appointed Minister of the Environment on 2 Apr. 1979.

[142] Campagnolo was assigned by Order in Council P.C. 1976-2423 of 30 Sept. 1976 to assist the Minister of National Health and Welfare in carrying out the latter's responsibilities in respect of the policies and program related to fitness and amateur sport and was given the title "Minister of State (Fitness and Amateur Sport)".

[143] Guay was assigned by Order in Council P.C. 1977-1129 of 21 Apr. 1977 to assist the Secretary of State of Canada in the carrying out of the latter's responsibilities in respect of the policies and programs related to Multiculturalism and was given the title "Minister of State (Multiculturalism)". He was appointed Minister of National Revenue on 16 Sept. 1977.

[144] Lalonde was assigned to assist the Prime Minister in matters related to Federal- Provincial Relations and was given the title "Minister of State for Federal- Provincial Relations". He was appointed Minister of Justice and Attorney General on 24 Nov. 1978.

[145] Cafik was assigned by Order in Council P.C. 1977-2798 of 29 Sept. 1977 to assist the Secretary of State of Canada in the carrying out of the latter's responsibilities in respect of the policies and programs related to Multiculturalism and was given the title "Minister of State (Multiculturalism)".

[146] Abbott was assigned by Order in Council P.C. 1977-2797 of 29 Sept. 1977 to assist the Minister of Industry, Trade and Commerce in the carrying out of the latter's responsibilities in respect of the policies and programs related to small business firms and was given the title "Minister of State (Small Businesses)". On 24 Nov. 1978 he was also appointed Minister of National Revenue.

[147] Reid was assigned to assist the Prime Minister in matters related to Federal-Provincial Relations and was given the title "Minister of State (Federal-Provincial Relations)".
