PRIME MINISTER ANNOUNCES APPOINTMENTS TO CANADIAN CENTRE FOR MANAGEMENT DEVELOPMENT’S BOARD OF GOVERNORS

Prime Minister Jean Chrétien today announced the appointments of Lucille Collette, Huguette Labelle and Lewis Perinbam to the Board of Governors of the Canadian Centre for Management Development:

Created in 1991, the Centre is dedicated to enhancing public sector management capabilities, excellence in teaching and research into public sector management, and promoting a strong corporate culture in the federal public service. It’s objective is to build the intellectual capital of the public service in domains such as governance, public sector management, learning and leadership, and to transfer this knowledge to managers in order to build the capacity of the public service management community.

These appointments are effective immediately.

Lucille Collette, from Moncton, New Brunswick, is Vice-Rector (Administration and Human Resources) of l’Université de Moncton. Lucille Collette has been an educator since 1968. She has held positons as Director General of School Districts I and II and Acting Assistant Deputy Minister of Education in New Brunswick. Ms. Collette holds a Bachelor of Arts, a Bachelor of Education, and a Masters of Education. She has served as a member of the Committee for the Development of Human Resources of Moncton; President of the Association des directeurs généraux du Nouveau-Brunswick; and Vice-Chairperson of the Board of Directors of L’école Providence. She was also the founding President of the Jeunes entrepreneurs francophones du sud-est.

Huguette Labelle, from Gloucester, Ontario, is currently Chancellor of the University of Ottawa. Ms. Labelle served as President of the Canadian International Development Agency from 1993 until her retirement in October 1999 after some twenty-seven years in public service. Her previous experience includes senior positions as Chairman of the Public Service Commission and Deputy Minister of Transport. Ms. Labelle is a graduate of the University of Ottawa where she obtained a Master of Education and a Doctor of Philosophy in Education. She is a Companion of the Order of Canada and has received, among others, the Vanier Medal of the Institute of Public Administration of Canada and the Outstanding Achievement Award of the Public Service of Canada.

Lewis Perinbam, from Vancouver British Columbia, is Senior Advisor (External Relations) to The Commonwealth of Learning. Mr. Perinbam has had a career that has spanned three continents: Asia, Europe and North America. He has served as Executive Director of the World University Services of Canada; as the first full-time Secretary-General of the Canadian Commission for UNESCO; and as the founding Executive Director of the Canadian University Service Overseas (CUSO). He was Chair of the Task Force on the Participation of Visible Minorities in the Federal Public Service, has served on many Canadian delegations, acted as adviser to several organizations including the United Nations and has represented the World Bank. Mr. Perinbam is the recipient of honorary doctorates from York University, University of Calgary, and the Université du Québec. He is an Officer of the Order of Canada and, most recently, was the recipient of the Sir Edmund Hilary Humanitarian Award for 2001.
