Canada and Russia Sign Mutual Legal Assistance in Criminal Matters Treaty and Memorandum of Understanding Concerning Cooperation on Aboriginal and Northern Development

Prime Minister Jean Chrétien announced today that Canada and Russia have signed a Mutual Legal Assistance in Criminal Matters Treaty to provide for cooperation in the investigation and prosecution of crime between police and prosecutors in Canada and Russia. The Prime Minister made the announcement while on an official visit to Russia.

"This treaty sets a path to increased cooperation to combat transnational organized crime," said Mr. Chrétien. "It demonstrates the degree of confidence that has developed between our two countries over the past few years."

The treaty provides assistance in the collection of evidence and will assist police of one jurisdiction to carry out investigations in another jurisdiction. It will also help Canadians scrutinize potential business partners in order to counter the entry of criminal groups into the Canada-Russia economic relations. Canada has a long-standing commitment to expand international legal cooperation combatting transnational organized crime. This initiative has been declared a priority issue for the Birmingham G-8 Summit in May, 1998.

The Prime Minister also witnessed the signing of a Memorandum of Understanding Concerning Cooperation on Aboriginal and Northern Development. This document establishes a new mechanism of consultation and cooperation work plan between the Department for Indian Affairs and Northern Development and its Russian counterpart, the State Committee on Northern Development.

"Both our governments face important challenges on aboriginal and northern issues," said the Prime Minister. "This MOU will give new momentum to our ties in an area of common interest and responsibility."

The initial activities under the MOU include an internship programme in Canada for Russian officials along with workshops on northern challenges faced by both countries. The MOU was signed for Canada by Ambassador for Circumpolar Affairs, Mary Simon, on behalf of Minister of Indian Affairs and Norther Development Jane Stewart.
