[1] After the defeat of the Government in the general election of 18 Feb. 1980, Clark formally tendered his resignation on 3 Mar. 1980. On the same day the Twenty - Second Ministry took office. It was composed of 33 ministers.
[2] Fox was also Secretary of State for Canada until 21 Sept. 1981.
[3] Ouellet was also Postmaster General until 15 Oct. 1981. He was appointed Minister of Labour on 12 Aug. 1983.
[4] Lalonde was appointed Minister of Finance on 10 Sept. 1982.
[5] Axworthy was appointed Minister of Transport on 12 Aug. 1983.
[6] Roberts was also Minister of State for Science and Technology. He was appointed Minister of Employment and Immigration on 12 Aug. 1983.
[7] MacGuigan was appointed Minister of Justice and Attorney General on 10 Sept. 1982.
[8] The Department of External Affairs was re-organized under the Government Organization Act, 1983, 29-30-31-32 Eliz. II, c. 167, Part I and proclaimed eff. 7 Dec. 1983. Under sec. 4 a Minister for International Trade shall be appointed to assist the Minister in carrying out his responsibilities relating to international trade.
[9] Under section 5 of the above mentioned Act, a Minister for External relations may be appointed to assist the Minister in carrying out his responsibilities relating to the conduct of Canada's international relations.
[10] MacEachen was also given the titles "Deputy Prime Minister". He was appointed Secretary of State for External Affairs on 10 Sept. 1982.
[11] LeBlanc was appointed Minister of Public Works on 30 Sept. 1982.
[12] The Department of Industry, Trade and Commerce Act was repealed by sec. 15 of the Government Organization Act, 1983 and the Department of Regional Industrial Expansion was created under Part II of the Act and proclaimed eff. 7 Dec. 1983.
[13] As of 12 Jan. 1982 Gray was also Minister of Regional Economic Expansion. He was appointed President of the Treasury Board on 30 Sept. 1983.
[14] Lumley was also Minister of Regional Economic Expansion. He was appointed Minister of Regional Industrial Expansion on 7 Dec. 1983.
[15] Chrétien was also Minister of State for Social Development. He was appointed Minister of Energy, Mines and Resources on 10 Sept. 1982.
[16] Regan was also Minister of State (Sports) until 5 Mar. 1980. He was appointed Secretary of State of Canada on 22 Sept. 1981.
[17] Caccia was appointed Minister of the Environment on 12 Aug. 1983.
[18] Lamontagne ceased to be a member of the Ministry effective 11 Aug. 1983. He was later appointed Lieutenant Governor of Quebec on 24 Feb. 1984.
[19] Rompkey was appointed Minister of State (Small Businesses) on 30 Sept. 1982.
[20] Ouellet was also Minister of Consumer and Corporate Affairs.
[21] Pinard was also Government Leader in the House of Commons.

[40] Argue was assigned by Order in Council P.C. 1980-605 of 4 Mar. 1980 to assist the Minister of Transport in carrying out of the latter's responsibilities in respect of the Canadian Wheat Board and as Minister for the purposes of the Two-Price Wheat Act and the Western Grain Stabilization Act. He was given the title "Minister of State (Canadian Wheat Board)".
[41] By Order in Council P.C. 1980-613 of 6 Mar. 1980, the powers, duties and functions of the Minister of National Health and Welfare under the Fitness and Amateur Sport Act were transferred to the Minister of Labour. That part of the Public Service of Canada known as the Fitness and Amateur Sport Branch of the Department of the Secretary of State of Canada was also transferred to the Minister of Labour. Therefore the Hon. Gerald Regan ceased to hold the title of Minister of State (Sports)on 5 Mar. 1980, as he was also the Minister of Labour.
[42] Fleming was assigned by Order in Council P.C. 1980-606 of 4 Mar. 1980, to assist the Secretary of State of Canada in carrying out of the latter's responsibilities in respect of the policies and programs related to multiculturalism. He was given the title "Minister of State (Multiculturalism)".
[43] Bussières was assigned by Order in Council P.C. 1980-607 of 4 Mar. 1980, to assist the Minister of Finance. He was given the title "Minister of State (Finance)".
[44] Lapointe was assigned by Order in Council P.C. 1980-608 of 4 Mar. 1980, to assist the Minister of Industry, Trade and Commerce in the carrying out of the latter's responsibilities in respect of small businesses. He was given the title "Minister of State(Small Businesses)". This Order in Council was amended by Order in Council P.C. 1981-472 of 24 Feb. 1981, adding to his responsibilities to assist the Minister of Industry, Trade and Commerce in the carrying out of the latter's responsibilities in respect of tourism. He was therefore given the new title "Minister of State (Small Businesses and Tourism)".
[45] Lumley was assigned by Order in Council P.C. 1980-609 of 4 Mar. 1980, to assist the Minister of Industry, Trade and Commerce in carrying out of the latter's responsibilities in respect to trade. He was given the title "Minister of State (Trade). Order in Council P.C. 1982-18 of 12 Jan. 1982, assigned the Hon. Edward Lumley, a minister of State, to assist the Secretary of State for External Affairs in the carrying out of the latter's responsibilities in respect of international trade and export promotion. He was given the title "Minister of State (International Trade)".
[46] Erola was assigned by Order in Council P. C. 1980-610 of 4 Mar. 1980, to assist the Minister of Energy, Mines and Resources in respect of matters relating to mines. She was given the title "Minister of State (mines)".
[47] De Bané was assigned by Order in Council P.C. 1982-17 of 12 Jan. 1982, a Minister of State, to assist the Secretary of State for External Affairs in the carrying out of the latter's responsibilities relating to the conduct of international relational relations. He was given the title "Minister of State (External Relations)".
[48] Perrault was assigned by Order in Council P.C. 1982-3075 of 1 Oct. 1982, a Minister of State, to assist the Minister National Health and Welfare in the carrying out of the latter's responsibilities in respect of Fitness and Amateur Sport. He was given the title "Minister of State (Fitness and Amateur Sport)".
[49] Lapointe was assigned by Order in Council P.C. 1982-3066 of 30 Sept. 1982, a Minister of State, to assist the Secretary of State for External Affairs in the carrying out of the latter's responsibilities relating to - the conduct.
[50] Rompkey was assigned by Order in Council P.C. 1982-3065 of 30 Sept. 1982, a Minister of State, to assist the Minister of Trade and Commerce in the carrying out of the latter's responsibilities in respect of small businesses and tourism. He was given the title "Minister of State (Small businesses and Tourism)".

[53] Pepin was assigned by Order in Council P.C. 1983-2568 of 12 Aug. 1983, a Minister of State, to assist the Secretary of State for External Affairs in the carrying out of the latter's responsibilities relating to the conduct of External Relations.
[54] Collenette was assigned by Order in Council P.C. 1983-2569 of 12 Aug. 1983, a Minister of State, to assist the Secretary of State of Canada in the carrying out of the latter's responsibilities in respect of the policies and programs related to multiculturalism. [56] Hon. Roger Simmons was assigned by Order in Council P.C. 1983-2571, a Minister of State, to assist the Minister of Energy, Mines and Resources in respect of matters relating to mines. Simmons resigned from the Ministry on 22 Aug. 1983.
[57] Smith was assigned by Order in Council P.C. 1983-2572 of 12 Aug. 1983, a Minister of State to assist the Minister of Industry, Trade and Commerce in the carrying out of the latter's responsibilities in respect of small businesses and tourism. He was given the title "Minister of State (Small businesses and tourism).
[58] MacLaren was assigned by Order in Council P.C. 1983-2575 of 18 Aug. 1983, a Minister of State, to assist the Minister of Finance. He was given the title "Minister of State (Finance)".
[59] Rompkey was assigned by Order in Council P.C. 1984-109 of 11 Jan. 1984, a Minister of State, to assist the Minister of Energy, Mines and Resources in respect of matters relating to mines. He was given the title "Minister of State (Mines)".
[60] Hervieux-Payette was assigned by Order in Council P.C. 1984-110 of 11 Jan. 1984, a Minister of State, to assist the Secretary of State of Canada in carrying out of his responsibilities relating to the youth of Canada. She was given the title "Minister of State (Youth)".
[61] Olivier was assigned by Order in Council P.C. 1984-111 of 11 Jan. 1984, a Minister of State, to assist the Minister of National Health and Welfare in the carrying out of the latter's responsibilities in respect of Fitness and Amateur Sport.
