Prime Minister Jean Chrétien announced today that Her Excellency the Governor General has agreed to summon Dr. Yves Morin of Quebec, Elizabeth (Libbe) Hubley of Prince Edward Island and James Tunney of Ontario to the Senate.

The appointment of Ms. Hubley brings to 26 the number of women that the Prime Minister has named to the Senate since 1993 - the most to be appointed by any Prime Minister in Canadian history. The number of women in the Senate has risen from 16 at the time the government took office to 34 as of this appointment.

The appointments are effective immediately.

Dr. Yves Morin is an internationally renowned researcher in internal medicine and cardiology.

He earned a B.A. and a M.D. - both Magna Cum Laude - from Laval University. And he did his clinical training in internal medicine and cardiology in Toronto, London and Paris.

During his outstanding career, Dr. Morin has published more than 300 scientific articles and has filled numerous distinguished posts. He has served as Chairman of the Department of Medicine and Dean of the Faculty of Medicine at Laval University; Director of the Institut de Cardiologie de Québec; Chief of Cardiology at the Centre Hospitalier Universitaire de Québec; President of the Conseil de recherches médicales du Québec; and, Vice President of the Medical Research Council of Canada. Dr. Morin is currently Vice President of the Science Advisory Board of Health Canada and a Member of the Governing Council of the Canadian Institutes of Health Research.

Dr. Morin was made an Officer of the Order of Canada in 1991 and an Officer of the National Order of Québec in 1995. In 1997, he was made a Chevalier, Ordre National du Mérite (France).

Dr. Morin has been married to Marie Sénécal for more than 40 years. They have raised four children and have six grandchildren. He is 71 years of age.

A former Member of the Legislative Assembly of Prince Edward Island and a successful entrepreneur, Elizabeth Hubley also has a strong record of community service, particularly on cultural matters.

Ms. Hubley is currently Artistic Director of Stepping Out Studio, a traditional Island dance studio which she founded in 1976. Prior to founding the Studio, Ms. Hubley filled numerous accounting and finance positions in Charlottetown, Halifax, Calgary, and Montreal.

In 1989, she was elected Member of the PEI Legislative Assembly for the constituency of 4th Prince. She was re-elected in 1993 at which time she was appointed Deputy Speaker of the Legislature. During her tenure as a MLA, she represented the interests of her constituents actively, serving on 10 Standing Committees, including Economic Development and Tourism, Health and Social Services, Agriculture, and Fisheries and Aquaculture.

Ms. Hubley has also been highly active in Prince Edward Island’s cultural community. She has been a Member of the PEI Council of the Arts; Coordinator, Traditional Island Dance Forms, Tanzfest; President of the PEI Fiddler Society; President of the Kensington Cultural Foundation; and Concert Series Coordinator, Prince County Fiddlers and the Lady Slipper Step Dancers.

Ms. Hubley and her husband, Richard, have six children. She is 58 years of age.

Jim Tunney is a fourth generation farmer from Northumberland County in Ontario who has been an able voice for farmers over the years and whose skill has earned international recognition.

Mr. Tunney has proudly carried on the family tradition of dairy farming for 30 years. For 18 years he was a Director of the Dairy Farmers of Canada. For 8 years he was a Director of the Dairy Bureau of Canada. For 12 years he was a Director of the Ontario Milk Marketing Board, representing farmers in six counties including Northumberland County.

From 1993-98, Mr. Tunney volunteered as a consultant to the dairy industry in Russia and Ukraine in the areas of farm and processing operations and the establishment of farm marketing boards. He was also a Guest Lecturer at the Kharkov Dairy Techicum (Agricultural College).

For 16 years, Mr, Tunney was also a Trustee with the Peterborough, Victoria, Northumberland& Clarington District Separate School Board.

Mr. Tunney and his wife, Gladys, reside on their farm at RR #1 Grafton, Ontario. He is 73 years of age.
