Prime Minister Announces Changes in the Senior Ranks of the Public Service

Prime Minister Jean Chrétien today announced the following:

  • Robert A. Wright, currently Deputy Minister of National Revenue, also becomes Commissioner designate of the Canada Customs and Revenue Agency.

  • Alain Jolicoeur, currently Chief Human Resources Officer, Treasury Board Secretariat, becomes Associate Deputy Minister of National Revenue and Deputy Commissioner designate of the Canada Customs and Revenue Agency, effective July 1, 1999.

  • Mr. Jolicoeur replaces Bill Crandall who, beginning July 1, 1999, will serve as Special Advisor to the Deputy Minister of National Revenue, where he will continue to assist in the transition to the Canada Customs and Revenue Agency.

  • The Prime Minister also announced the appointment of Carole Swan, currently Assistant Secretary, Economic Sector, Treasury Board Secretariat, as Associate Secretary of the Treasury Board, effective June 21, 1999. Ms. Swan replaces Alex Himelfarb who was recently appointed as Deputy Minister of Canadian Heritage.

  • The Prime Minister also took the opportunity to confirm that Michèle S. Jean, Special Advisor to the Minister of Foreign Affairs, will continue her assignment at the Canadian Mission to the European Union in Brussels, where she is examining a number of interrelated social issues, including health and human resources development, of interest to Canada, the European Union and the Council of Europe.

    The creation of the Canada Customs and Revenue Agency was announced in the Speech from the Throne in February 1996, and the bill establishing the Agency received Royal Assent in April 1999. The Agency is being established to provide Canadians with the best possible tax, trade, and customs services, and will provide an opportunity to significantly reduce duplication in tax administration between the federal and provincial/territorial governments, as well as to foster a better working relationship between the two levels of government. The mandate of the Agency will include Revenue Canada's existing functions, which consist of customs services and trade administration for the Government of Canada, and tax administration and the delivery of social and economic benefits for provinces and the Government of Canada.
