THE HONOURABLE SHARON CARSTAIRS Leader of the Government in the Senate Senatorial designation: Manitoba Sharon Carstairs was summoned to the Senate in 1994. She served as Deputy Leader of the Government in the Senate from 1997 to 1999, and has also chaired the Standing Senate Committee on Legal and Constitutional Affairs. She was elected Leader of the Manitoba Liberal Party in 1984, and was first elected to the Manitoba Legislative Assembly in 1986. From 1988 to 1990 she served as the first woman to be Leader of the Official Opposition in a Canadian legislative assembly. Mrs. Carstairs studied at Dalhousie University (B.A., Political Science and History) and at Smith College, Northampton, Massachusetts (M.A. in Teaching of History). She worked for a number of years as an educator in Canada and the United States. Her other pursuits include serving as President of the Board of the Prairieaction Foundation, and as Honorary Patron of the Canadian Council for Refugees. Mrs. Carstairs was born in Halifax, Nova Scotia in 1942. She and her husband John have two children - Catherine and Jennifer.
THE HONOURABLE ROBERT G. THIBAULT Minister of State (Atlantic Canada Opportunities Agency) Constituency: West Nova (Nova Scotia) Robert Thibault was first elected to the House of Commons in November, 2000. He has been active in municipal government, serving the District of Argyle as Clerk-Treasurer, and the region of Clare as an elected municipal councillor. Mr. Thibault has also been an involved member of his community. He is currently Chair of the Board of Governors of Université Sainte-Anne, and is a past president of a number of associations, including the Association of Municipal Administrators of the Acadian Federation of Nova Scotia and the Clare Chamber of Commerce. He has been a small business owner, and has worked as an economic advisor and regional coordinator for the Acadian Federation of Nova Scotia.
THE HONOURABLE REY PAGTAKHAN Secretary of State (Asia-Pacific) Constituency: Winnipeg North-St. Paul (Manitoba) Dr. Rey Pagtakhan was first elected to the House of Commons in 1988. He has chaired the Standing Committee on Citizenship and Immigration and the Standing Committee on Human Rights and the Status of Disabled Persons. From 1996 to 1998 he served as Parliamentary Secretary to the Prime Minister. Dr. Pagtakhan graduated from the University of the Philippines and completed postgraduate studies at the University of Manitoba and at the Washington University Medical Centre. A professor of pediatrics and child health, Dr. Pagtakhan is a lung disease specialist and the former Director of the Manitoba Cystic Fibrosis Centre and President of the Manitoba Pediatric Society. Active in his community, he is a past President of the United Council of Filipino Associations in Canada, and has been Vice President and Chair of the Board of Directors of the Canadian Ethnocultural Council. Dr. Pagtakhan was born in Manila in 1935.
