PRIME MINISTER ANNOUNCES CRTC APPOINTMENT

Prime Minister Jean Chrétien announced today the appointment of Charles M. Dalfen as Chairperson of the Canadian Radio-Television and Telecommunications Commission (CRTC).

The appointment is effective January 1st, 2002.

Charles M. Dalfen

Charles M. Dalfen is an international communications lawyer. He holds a Ll.L. from the University of Ottawa, as well as a B. Phil. from Oxford University and a B.A. from McGill University. He was called to the Quebec Bar in 1970.

Mr. Dalfen is a senior partner in the Torys law firm, where he chairs the Communications Law Group and advises Canadian and foreign clients on domestic and international telecommunications and broadcasting law. During his career, he has also managed regulatory and licensing matters for clients involved in the radio, television, cable TV, satellite and related fields.

Mr. Dalfen has written numerous articles and spoken widely on communications law and policy and has participated as a delegate to various international organizations, including the ITU, Intelsat and the United Nations Committee on Direct Broadcast Satellites. He has also served as Deputy Minister of Transport and Communications in British Columbia, as law professor at University of Toronto’s Faculty of Law and as legal advisor to the federal Department of Communications.

Mr. Dalfen served as Vice-Chair of the Canadian Radio-Television and Telecommunications Commission from 1976 until 1980.
