LETTER SENT BY PRIME MINISTER JEAN CHRÉTIEN TO THE HONOURABLE JOHN HAMM, PREMIER OF NOVA SCOTIA

Dear Premier:

Thank you for your letter of November 13, 2002 in which you outline the points of concurrence resulting from our recent telephone conversations regarding the Kyoto Protocol.

As discussed during those conversations, we are already agreed on nine of the twelve principles identified by the provincial and territorial governments, as well as on the areas for further work. I have asked Minister Anderson and Minister Dhaliwal to provide more specific comments on the three remaining principles to the Co-chairs of the Joint Meeting of Ministers. This will allow Ministers and officials to resume their meetings at the earliest opportunity and in the most effective manner possible.

We are making real progress and I believe we should continue. I share your view that this continued collaboration will be critical to moving forward with the implementation of a made-in-Canada plan.
