The Boucher Rural Municipality
No. 572 Committee met at Durlingville on November 16, 1914
and a returning officer was appointed to direct forthcoming
elections.
The first meeting of the Rural Municipality of Boucher No.
572 met on January 4, 1915. The first councillors were:
Moïse Deblois, Albert Dargis, Evariste Dubord, George
Michaud, Ed Jamieson and Emile Péjean. The first
Reeve was George Michaud. The meetings, at this time, were
held in the home of S. Carrier. By February, 1916 meetings
were being held in Bonnyville.
No outstanding event shows up in the minutes of the old
Municipal District of Boucher. The name was formally changed
to Bonnyville on January 1, 1929 and on April 3, 1945 the
number 572 was changed to 87. The hard winter of 1919 and
Spanish Influenza epidemic caused some concern. During the
depression years (1930-1937) extensive relief was given.
At the annual meeting held February 16, 1952 a motion was
passed recommending to the Co Terminous Boundary Commission
that the area be enlarged even more than it was eventually
in 1955.
At the annual meeting held February 20, 1954 council endorsed
the large area recommended by the ratepayers and the Co
Terminous Boundary Commission. On November 3, 1954 council
endorsed the recommendations of the Co Terminous Boundary
Commission.
On January 1, 1955 the enlarged district called the Municipal
District of Bonnyville No. 87 was created. It was formed
by amalgamating the Municipal District of Bonnyville (9
townships), the Municipal District of Glendon (6 townships),
Municipal District of St. Paul (approx. l 1/2 townships)
and Local Improvement District No. 101 (10 townships).
The first councillors were Archie Ducharme, Raoul Lapointe,
Yeels Kryzanowski, Steve Filipchuk, W.S. Scott, Joseph Shalka,
and Jake Josvanger. On December 15, 1956 Archie Ducharme
resigned as reeve and Yeels Kryzanowski was chosen as replacement
and continued on to the present time. In 1955 a modern office
building was erected by the Municipality and the School
Division for their joint use. In 1957 the financial position
of the Municipal District was critical but by good expenditure
control and increased revenue all liabilities were paid
off by 1959. C.F.B. Cold Lake is located within the Municipal
District and therefore makes the M.D. eligible for a substantial
Federal Government annual Grant in lieu of taxes.
Bonnyville Incorporation
by William Slawuta
On September 19, 1929, with Dr. Sabourin as Mayor, Bonnyville
was established as a village. Prior to this date, the community
was known as St. Louis de Moose Lake. BONNYVILLE was incorporated
as a town on the 16th of February, 1948 with Mr. A. Muller
as the first Mayor.
