Medical fund took off like a rocket, but will budget bring it down to earth?

In 18 months the Canadian Medical Discoveries Fund (CMDF) has attracted investments worth $180 million to spend on biotechnology and medical research. Although eight initial investments totalled only $9.7 million, Dr. Cal Stiller, chair and CEO of the fund's management corporation, says there are many good Canadian-based technology firms and research projects that merit investment. Examples include a London, Ont., firm that is bringing a 3-D ultrasound-imaging system to market, and world-class genetics research at the University of Ottawa. However, the federal government recently changed tax rules for venture-capital funds, making them less attractive to investors. How will this affect the effort to build a health-research industry in Canada?

En 18 mois, le Fonds canadien des découvertes médicales (FCDM) a attiré pour 180 millions de dollars d'investissements qui seront consacrés à la biotechnologie et à la recherche médicale. Même si les huit premiers investissements n'ont totalisé que 9,7 millions de dollars, le Dr Cal Stiller, président et chef de la direction de la société de gestion du fonds, affirme qu'il y a beaucoup de bonnes entreprises de technologie et de projets de recherche au Canada qui méritent qu'on y investisse. C'est le cas notamment d'une entreprise de London (Ontario) qui lance sur le marché un système d'échographie-imagerie en trois dimensions et d'un projet de recherche en génétique de calibre mondial en cours à l'Université d'Ottawa. Le gouvernement fédéral a toutefois modifié récemment les règles fiscales qui régissent les fonds de capital-risque pour les rendre moins attrayants pour les investisseurs. Dans quelle mesure cette décision affectera-t-elle l'effort qui vise à créer au Canada une industrie de recherche en santé?
