Twice a year, my staff and I venture out to clean the section of road we've adopted in Kelowna. This fall we collected 5 bags of garbage in the 1-km stretch we're responsible for, including some 3000 cigarette butts. I'm convinced there should be a deposit on cigarette butts in the range of 10 cents each, which would be paid by the cigarette companies when redeemed. This would keep the roads clean and create extra income for those who have the energy to do the cleanup. It would also put the cost of cleaning up the countryside at least partly where it belongs with the companies that manufacture these products for smokers to throw away.
