Promotion of human resource practices that contribute to effectiveness in the workplace through the following activities:

• Development of equitable human resources policies and procedures for union and non union staff through collective bargaining or through policy development
• Promotion of harmonious relations with staff and unions
• Consulting services to staff and management on human resource management issues
• Resolution of grievances from employees or unions
