Update on collective agreements: October 2017

The Government of Canada continues to negotiate in good faith with public sector unions, resulting in 20 of the 27 collective agreements having been reached, covering close to 90% of represented employees for the core public administration

A dedicated group of compensation advisors are working on processing payments related to salary increases, allowances, and, in particular, complicated retroactive payments that reach back several years and require data to be extracted from the government’s former pay system.

We are working hard to complete these collective agreement transactions as quickly as possible. Despite these best efforts, there are a number of collective agreements that have not or will not be fully implemented within the agreed-upon deadlines. Upcoming collective agreement implementation deadlines for early November will not be fully met. This means employees in the groups listed below may not receive all of the retroactive pay, increases or allowances owed to them by the deadline specified in their collective agreement.

  • Computer Systems Administration (CS) group: November 1, 2017
  • Health Services (SH) group: November 3, 2017
  • Program and Administrative Services (PA) group: November 11, 2017
  • Technical Services (TC) group: November 11, 2017
  • Education and Library Science (EB) group: November 11, 2017
  • Operational Services (SV) group: November 11, 2017

There are dedicated groups of compensation advisors working exclusively on the processing of pay increases, allowances and retroactive payments related to collective agreements. We will continue to make processing these payments for all groups a priority over the coming weeks. Additional information will be made available in the coming days, so we ask for your patience if you are part of these groups who are affected.

We continue to work to augment capacity for processing these agreements and we appreciate the efforts that have been taken by staff across government to help address this problem.

We have also begun making payments to employees in positions not represented by a bargaining agent. Employees in Personnel Administration (PE) and Organization and Methods (OM) unrepresented positions started receiving their salary increases and retroactive payments on October 18, 2017. Salary increases and retroactive payments for employees in Administrative Services (AS), Information Services (IS) and Welfare Programs (WP) senior excluded positions are expected to start in late November.

Employees in these groups also started receiving a lump-sum payment of 650$ on October 4, 2017. This lump-sum payment is equivalent to the signing bonus provided to employees represented by the Public Service Alliance of Canada.
