Update on Pay Modernization

The design phase of the Pay Modernization (PayMod) Project is well underway to replace the more than 40 year-old Regional Pay System (RPS) with a modern, commercially-available system and to streamline business processes based on industry standards.

The new Government of Canada (GoC) Pay Solution, which will offer expanded self-service capabilities and support more efficient Pay Administration at significantly reduced costs, is scheduled for full implementation in 2015. Until then, the Project Team has significant work ahead to design, test, build and implement the final solution.

Workshops with Departments and Agencies

In early April, the Project initiated a series of workshops with a cross section of departments that use the PeopleSoft Human Resources (HR) system and other HR systems (ie. non PeopleSoft).

During the workshops, the new pay solution and the associated business processes will be discussed to ensure the proposed solution meets Government of Canada (GoC) business requirements.

Update on Consolidation of Pay Services Project

Pay Centre Now Administering Over 10,000 Pay Accounts!

On March 3, 2013 the Public Service Pay Centre (Pay Centre) received an additional 3,200 pay accounts and is now administering the pay of 10,400 public servants. The final transfer of the first wave of accounts to the Pay Centre will take place on September 9, 2013 with the transfer of 9,600 accounts. At that point, the Pay Centre will be administering 20,000 pay accounts for the following departments and associated organizations:

  • Public Safety Canada
    • Commission for Public Complaints Against the Royal Canadian Mounted Police (RCMP)
    • Office of the Correctional Investigator
    • RCMP External Review Committee
    • Inspector General of the Canadian Security Establishment Service
  • Natural Resources Canada
    • Northern Pipeline Agency
  • Aboriginal Affairs and Northern Development Canada
    • Canadian Northern Economic Development Agency
  • National Parole Board
  • Immigration and Refugee Board
  • Royal Canadian Mounted Police

The full Consolidation of Pay Services Project (CPSP) transfer schedule for all organizations transferring pay accounts to the Pay Centre is also available on the Compensation Sector website.

Wave 2 Recruitment - Update

In late February 2013, offers began to be made to successful applicants to the internal hiring processes that were launched in the Fall of 2012. So far, 32 offers have been made as part of the second Wave of hiring of 197 employees for the Public Service Pay Centre (Pay Centre). Offers will continue to be made over the coming weeks to successful candidates for start dates in early September 2013.

At the same time, the hiring processes for external candidates for employment at the Pay Centre are continuing. Additional assessments for successful candidates are underway. Job offers for the external hiring processes are anticipated for late April 2013 with start dates of early September 2013.

Third Demographic Data Gathering Exercise

In February 2013 the CPSP initiated its third demographic data gathering exercise of the federal compensation community. In order to determine an accurate depiction of the size and scope of the community, the data will assist the CPSP as well as Heads of HR in departments and agencies on placement activities for compensation employees.

Thanks to everyone who has participated in this exercise, the results of which will be shared shortly.

Extra Duty Pay Application (EDP)

The new automated Extra Duty Pay (EDP) application pilot was developed to standardize and streamline the extra duty pay process across government departments and agencies. The goal was to develop an application that would result in more timely and accurate reporting, greater efficiencies and also a paperless process trail.

The Public Service Pay Centre was the first to use the new EDP application as part of the pilot phase. Currently all departments from Wave 1 are using the EDP application through the Compensation Web Applications (CWA) and will be rolled out to all Wave 2 organizations by the Fall of 2013.

Public Service Pay Centre Open House

The Pay Centre will be hosting an Open House in Miramichi for Wave 2 departments on June 14, 2013. This will be an opportunity for them to get a close-up look at the Pay Centre operations and to address any outstanding questions prior to the first transfer of their accounts to the Pay Centre.
