The Transformation of Pay Administration (TPA) Initiative is in full swing, with the implementation of its two projects - Pay Modernization and Consolidation of Pay Services – both well underway.

Service Delivery improvements

The Public Service Pay Centre is improving its service delivery model. As part of these improvements, the Pay Centre will be using imaging services provided by the Cheque Redemption Control Directorate in Matane, Quebec.

New Employees to start at the Pay Centre!

July 29th sees the on-boarding of new hires at the Public Service Pay Centre. More than 20 new management and team leads starting in July will be participating in on-boarding and mandatory training and will participate in various activities to implement the improved Service Delivery Model at the Pay Centre.

Sandra Dowling, a Compensation Advisor hired for Wave 2 at the Pay Centre, was recently profiled in Miramichi On-Line Miramichi Online. A government employee for over 26 years with a background in Human Resources (HR) and many years experience with the Regional Pay System and PeopleSoft, Sandra is relocating to Miramichi from Edmonton.

She said she and her husband, Louis, are looking forward to a more peaceful pace of life and leaving the city behind, as well as joining the local golf club and curling club. Sandra indicates that she is “excited to be joining the Pay Centre and looks forward to experiencing, contributing to and working with its processes!”

Wave 1 progress...

Wave 1 Compensation Advisors (CA) trainees appointed to the Centre have been participating in a tailored professional development program, with more than 100 CAs on-track for promotion to the AS-02 level in September 2013. Also in September, the Pay Centre will receive the final 9,600 Wave 1 pay accounts, bringing the total number of accounts managed to 20,000 from 13 departments. At the culmination of this important milestone, we are proud that the Consolidation of Pay Services Project is on-time, on-budget and in-scope!

The Pay Centre’s second interim location, with a maximum capacity of 312 employees, will be ready for occupancy on July 30 at the re-fitted Mill site in Miramichi. (See photo, right) Pay Administration services will be provided from both the Mill and Mall site for approximately 40 departments and agencies. The end-state building is expected to be ready in Fall 2017.

Pay Modernization Project

The PayMod project is continuing work on the design of the new pay solution, which includes finalizing the detailed business processes, configuring the new solution, and the design of the reports and interfaces.

While the design is being finalized, the build and test phase has been initiated. The Pay Modernization Project is on-schedule to implement the new Government of Canada (GC) Pay Solution in 2015.

The new GC Pay Solution will integrate seamlessly with the government-endorsed GC Human Resources Management System (HRMS) (PeopleSoft). The integration of HR and pay data will enable the automatic generation of pay transactions and the new solution will allow new self-service capabilities.

Departmental readiness

The Empowering Change Network (ECN) was introduced in the last Compensation Focus - Transformation newsletter to ensure departments and agencies will be ready to implement the new solution. The Network is composed of departmental Change Agents, who will communicate and guide the change management activities within their respective organizations. The ECN was launched on June 26th and, going forward, monthly meetings will be held.
