The Non-Reserve First Nations, Inuit and Métis Communities HIV/AIDS Project Fund

The Public Health Agency of Canada (PHAC) is requesting proposals from eligible Aboriginal organizations to the Non-Reserve First Nations, Inuit and Metis Communities HIV/AIDS Project Fund (hereafter, the Non-Reserve Fund) under the Federal Initiative to Address HIV/AIDS in Canada. The goal of the Non-Reserve Fund is to aid in the reduction of HIV incidence among Canada’s Aboriginal population and to facilitate access to quality diagnosis, care, treatment and social support for all Aboriginal people living with HIV/AIDS. This Request for Proposals is for up to two years of funding (2006-2008) with the possibility of a one year extension of funding after the first two years.

How Much Funding is Available?

Annual funding for the Non-Reserve Fund has been divided among the following eight allocations as follows (please note that these allocations are guidelines and that the actual allocations may vary):

What is the Time Period for This Funding?

Project proposals submitted to this request for proposals will only be considered for project funding for the fiscal years of 2006/2007 and 2007/2008. Proposed projects must start no sooner than April 01, 2006 and must end on or before March 31, 2008.

When Are Applications Due?

The Application Deadline for Proposal Submission is January 23, 2006.

Please note that completed applications must be received by January 23, 2006 by the HIV/AIDS Division of PHAC. Late applications will not be accepted.

Supported Activity Areas

There are three activity areas which are eligible for funding under the Non-Reserve Fund. These activity areas are as follows:

Activity Area 1: Sexual health and/or injection drug use harm reduction initiatives for and with vulnerable sub-populations (including those infected)

Activity Area 2: Facilitate access to diagnosis, care and treatment and create social support opportunities for those infected with HIV and/or other related diseases and conditions

Activity Area 3: National/regional capacity building initiatives for non-reserve Aboriginal community-based programming

Please Note: Proposals to the Non-Reserve Fund can only apply for work under these specified activity areas. In addition, all sexual health and injection drug use harm reduction initiatives must be focussed on a vulnerable sub-population of the general non-reserve Aboriginal community. However, general HIV/AIDS awareness raising activities focussed on the broad non-reserve Aboriginal community are still eligible in Northern and remote initiatives.

Who Can Apply?

To be eligible for funding:

  1. Must be a Canadian not-for-profit Aboriginal organization and/or a registered charity.
  2. Must be an Aboriginal organizations with the demonstrated ability to deliver sexual health and/or injection drug use harm reduction programs or services.

Only Aboriginal organizations are eligible to apply to the Non-Reserve Fund. An Aboriginal organization is defined as any organization that is directed by a majority of people of Aboriginal descent. Partnerships or coalitions of these organizations, formal and informal, may wish to work together in the development of a proposal.

Procedure for Applying

In order to be considered for funding, applicants must read the Guide for Applicants PDF version and complete the Application for Funding Form PDF version. These documents are also available in hard-copy in English and French from the HIV/AIDS Division of the Public Health Agency of Canada at (613) 954-5155. Proposals that do not follow the Application for Funding Form will not be considered.

Shane_Rhodes@phac-aspc.gc.ca to confirm that your application is eligible for funding under the Non-Reserve Fund. We may also be able to assist you in the completion of the application or direct you to someone in your own region who may be of assistance to you in this process.

Once again, the deadline for funding applications is January 23, 2006.
