Synopsis of Issues Raised During Teleconference, September 12, 2006

Scope: The Knowledge Exchange Fund will support the work of one organization to fulfill the role of "knowledge broker". This organization will require experience and expertise in HIV/AIDS work, as well as in knowledge exchange work..The lead knowledge broker will be responsible for establishing partnerships, links and collaborations with organizations representing regions, populations, and other key stakeholders from across the country.
 
Amount: This fund will support the knowledge broker to a maximum of $3.0 million annually. While the lead broker will receive the funding for knowledge exchange activities, formal partnerships and joint proposals will be required for this role to be carried out effectively. This administrative sponsor organization will need to negotiate terms and conditions of partnerships with other agencies, and flowing funds through their organization to these partners when necessary.
 
Reach: Initiatives funded by the Knowledge Exchange Fund (KEF) must have active partnership support. Partnerships that integrate the determinants of health, have a regional reach, build on areas of expertise and that empower organizations to better reach vulnerable populations will be necessary. Initiatives funded by the KEF must engage in activities that are culturally relevant for the populations and communities with whom they work. The activities should have a culturally relevant approach, which would include reflecting the culture of the community where the project takes place, as well as developing communication strategies that recognize languages and dialects of specific populations. The front lines being supported by this program will include AIDS Service Organizations, as well as NGOs, community clinics, Public Health Units, and other agencies who work with people living with HIV/AIDS and vulnerable populations.
 
Eligibility: The Knowledge Exchange Fund RFP is open to Canadian not-for-profit organizations. The organizations must have demonstrated experience and expertise in HIV/AIDS work, and a proven track record in knowledge exchange practises. They must also have an ability to work and communicate in both official languages.
