Following the coming into force of IRPA, missions will be expected to process PV2 cases in accordance with IRPA Reg. 87, with no units of assessment assigned. Note Reg. 361(6) which specifies that PV2 cases submitted before the coming into force of IRPA continue to be processed according to pre-IRPA Regs.

It is expected that the changes in PV2 processing will not be reflected in CAIPS until September 2002. During the interim period, process PV2 cases in the following manner:

PV2 cases that are approved, continuing to use present CAIPS screens:

Paperscreening:

All cases are to be passed at paper screening stage. NOTE that cases are to be opened as PV2 if and only if a certificate has been received from a province. Points (units of assessment) are automatically assigned for age, ETF/SVP, demographic factor, Bonus and the Total. The user should not enter any other points. PS Decision "1" (passed) is to be entered.

Selection:

No points are to be entered. Selection Decision "4" (waived) is always to be entered even if an interview is completed. This will set all units of assessment to "0" (zero).

PV2 cases that are refused, continuing to use present CAIPS screens:

Paperscreening:

All cases are to be passed at paper screening stage. NOTE that cases are to be opened as PV2 if and only if a certificate has been received from a province. Points (units of assessment) are automatically assigned for age, ETF/SVP, demographic factor, Bonus and the Total. The user should not enter any other points. Enter PS Decision "1" as all cases are to be passed at this stage.

Selection:

Under IRPA refusal is possible only on substitution of evaluation, Reg 87(3) & (4). Enter points as if a pre-IRPA assessment was being done. This is to ensure that at least 70 units are awarded to allow a refusal on discretion to be processed so that second officer concurrence is captured. Note especially that Experience factor must have a minimum of "2" points in order to process selection decision as a refusal on discretion. Have second officer (R87(4)), enter "Y" in Review Officer field. Note that this officer's initials must be in REVOFFICER table. Enter Selection Decision "6" (refused on discretion).

In all cases, Final Decision processing is the same as at present as are withdrawals at any stage.
