An Order in Council, dated September 5, 2002, amended paragraph 190 (1) (a) of the Immigration and Refugee Protection Regulations, 2002 to revoke the privilege of a temporary resident visa exemption for citizens of the Kingdom of Saudi Arabia. The amendment to the Regulations is effective as of 08:00 hours (Eastern Daylight Time), 5 September 2002. As of this time, citizens of the Kingdom of Saudi Arabia require a Temporary Resident Visa to become temporary residents and to be authorized entry into Canada. Ports of Entry are advised that a grace period will be given until 23:59 hours, 6 September 2002, in order to accommodate citizens of the affected country who are travelling at the time the amendment to the Regulations becomes effective, and wish to continue their journey to Canada. Officers conducting examinations of foreign nationals of the Kingdom of Saudi Arabia, who qualify for entry as per OM, IC 02-01, are to provide such foreign nationals with temporary resident permits without requiring evidence that the foreign national has paid the cost recovery processing fee specified in subsection 298(1) of the Immigration and Refugee Protection Regulations if the following three circumstance are met:
All persons allowed entry, are to be issued a temporary resident permit printed on form IMM 1442 and the cost recovery code to be entered in FOSS is 999.
