Three letters of comment were filed with the Board on the draft decommissioning Guidance Notes and Exemption Order. These comments were filed in response to the following Board letter: Amendments to the Onshore Pipeline Regulations, 1999 (OPR) and National Energy Board Processing Plant Regulations (PPR) and Guidance Notes and Exemption Order - Decommissioning Provisions, dated 16 November 2007.

Decommissioning of Pipelines and Related Facilities
Proposed Amendments to the Onshore Pipeline Regulations, 1999 and National Energy Board Processing Plant Regulations published in the Canada Gazette, Part I, Vol. 141, no. 45, pages 3179 and 3184 (10 November 2007). One letter of comment was filed from the Canadian Alliance of Pipeline Landowners' Associations, dated 7 December 2007.

Amendments to the Canada Oil and Gas Operations Act
The Budget and Economic Statement Implementation Act, 2007, S.C. 2007, c. 35, received Royal Assent. Part 9 of that Act contains amendments to the Canada Oil and Gas Operations Act (COGOA), which among other things provide authority for the National Energy Board to regulate tolls and tariffs on pipelines authorized under COGOA.

Miscellaneous Amendments to the Onshore Pipeline Regulations, 1999
These amendments address issues raised in Parliament at the Standing Joint Committee for the Scrutiny of Regulations, and have been processed through the Treasury Board of Canada Secretariat's Miscellaneous Regulations Program in collaboration with the Department of Justice Canada. The proposed amendments eliminate inconsistencies as well as remove duplication and unnecessary words.

Amendment to National Energy Board Rules of Practice and Procedure, 1995 - Request for Comments

Sections 147 to 164 of the Federal Law-Civil Law Harmonization Act, No. 2 amend parts of the National Energy Board Act. The purpose of the amendments is to harmonize federal law with the civil law of the Province of Quebec and to amend certain Acts in order to ensure that each language version takes into account the common law and the civil law.

SI/2005-37 - The Order fixes April 20, 2005, as the day on which sections 82 to 93 of the Public Safety Act, 2002, chapter 15, come into force. Those sections contain specific amendments to the National Energy Board Act to provide the National Energy Board (NEB) with a clear legislative authority for the security of pipelines and international power lines.
