Engineers at NEB are involved at all stages of the life cycle evaluation of pipeline facilities from an application through to abandonment. Familiarity with the requirements of the Canadian Standard for Oil and Gas Pipeline Systems Z662 is essential since this document is supportive of the Board's goal oriented Onshore Pipeline Regulations. There is a wide variety in the type of work assignments available. Some roles require specialist skills, for example materials science and welding, defect assessments, auditing integrity management programs, operation and maintenance procedures used at pipeline facilities and gas plants. Design reviews and engineering assessments are often made as part of a facilities application review, so individuals possessing a familiarity with the design of high pressure gas and liquids pipelines and storage facilities are sought. Ancillary skills such as noise abatement and air quality assessments are also useful skill sets.
Besides oversight of interprovincial and international pipelines, NEB also has jurisdiction over international power lines, so individuals with a background in Power Engineering and systems reliability are invited to apply.
While pipeline transportation has an enviable safety record, the construction and safe operation of facilities are the Board's number one goal. We are always interested in hearing from individuals with a strong practical background in construction / facilities inspection. Our Engineering and Safety Specialists play a key role on industry committees and standards making bodies. The Board encourages life long learning and hires at various levels from recent graduates to industry recognised experts.
The NEB has approximately 20 environmental, 4 socio-economic, and 4 lands specialists deployed to teams throughout the organization. These specialists deliver environmental and socio-economic assessments, verify industry compliance through environmental inspections and audits of environmental management systems, oversee lands requirements under the NEB Act, and address landowner concerns. They may also contribute to the environmental aspects of the NEB's Energy Market Analyses.
Economists and Financial Analysts provide advice to the Board with respect to facilities applications and toll and tariff applications. Topics include toll design, cost of service, cost of capital, competitive impacts and economic feasibility. They also research and analyze a wide range of energy industry issues and conduct financial audits of the companies which are regulated by the NEB.
The NEB has market analysts who are subject matter experts in the areas of oil, natural gas, natural gas liquids and electricity. These analysts monitor industry developments, analyze energy issues, advise Board Members and staff on energy-related matters and prepare reports and presentations. They are also involved in regulatory applications for pipeline and electric transmission projects.
