The Governor

noThe governor of Louisbourg was the official representative of the king of France. He had tremendous social prominence and many ceremonial functions to perform. On the other hand he had to make sure the security of the colony was always up to standard. He had to ensure that defenses and the garrison were ready in case of a possible unexpected attack. He also had to ensure that relations with their allies, the Mi'kmaqs were harmonious. Even with all this responsibility and power he was not included in matters of finance, as that was the commissaire-ordonnateur's duty.

The governor of Louisbourg was subservient to the governor-general of New France, who resided in Québec City. In practice, difficulties of travel and communication meant that Île Royale's governor usually corresponded directly with his superior in France, the Minister of the Marine.
