"The river is owned under riparian rights, and can be protected by law against trespassers, as in the case of private property. The inhabitants of the district, however, are industrious, peacable and law abiding, and not disposed to infringe upon the rights of the proprietor, and the limited extent of, and the natural protection afforded by the lofty banks of shale rock running along a portion of the river, render guardianship easy and inexpensive."
