All Employees of the Public Service of Canada
December 14, 1998


This morning, the Prime Minister announced that I will soon be leaving my position to assume new responsibilities. I would like to take this opportunity to express my appreciation.

Over the past five years, the Public Service of Canada has undergone a profound change. The accomplishments that have been realized are yours. They are the result of your hard work.

You have realigned the role of your organizations, downsized the public service, modernized the delivery of services to citizens, built partnerships, broken down barriers and created networks.

In a word, you have changed the face of the Public Service of Canada.

I am proud of your accomplishments and pleased that I could do my part. My last annual report to Parliament on the state of the public service is a tribute to your accomplishments.

I am grateful that the Prime Minister has granted my wish to move on and to take charge of the Canadian Centre for Management Development. These new functions are an extension of the reforms that we have initiated together in the context of La Relève. It will allow me to continue to work with you and applaud your future achievements. I thank you for the honour of leading you over the past five years.

I leave to my successor, Mr. Mel Cappe, an exceptional institution, enriched by the talent of all its members.

I wish you and your family all the best in the New Year.
