MINISTER DION RESPONDS TO LUCIEN BOUCHARD'S COMMENTS
CONCERNING THE MAJORITY REQUIRED FOR SECESSION
OTTAWA, ONTARIO, April 9,
1999 – On March 31, 1999, at the fiftieth anniversary celebration of
Newfoundland’s entry into Confederation, the Premier of Quebec,
Mr. Lucien Bouchard, stated that the majority required to initiate the
negotiation of a secession must be the same as the one that was required for
Newfoundland’s entry into Confederation. In that context, the
Honourable Stéphane Dion, President of the Privy Council and Minister of
Intergovernmental Affairs, has written to Mr. Bouchard to respond to his
comments.
