PRIME MINISTER ANNOUNCES CHANGES IN THE SENIOR RANKS OF THE PUBLIC SERVICE

Prime Minister Jean Chrétien today announced the following changes in the Public Service:

Wayne Wouters, currently Deputy Minister of Fisheries and Oceans, becomes Deputy Minister of Human Resources Development and Deputy Minister of Labour. Mr. Wouters, who was educated and trained as an economist, has over twenty years of experience in policy development and advice. Before assuming his current position, Mr. Wouters was Deputy Secretary to the Cabinet (Plans and Consultation), with the Privy Council Office. Mr. Wouters holds a Bachelor of Commerce in Economics from the University of Saskatchewan and a Master of Arts in Economics from Queen’s University.

Claire Morris, currently Deputy Minister of Human Resources Development and Deputy Minister of Labour, becomes Deputy Minister (Intergovernmental Affairs), Privy Council Office. Mrs. Morris, a Francophone, brings a regional perspective to this position. Before joining the federal Public Service, Mrs. Morris held several positions of increasing responsibility in the New Brunswick government, including Secretary to the Cabinet and Clerk of the Executive Council. She obtained a Masters in Social Work and a Bachelor of Arts from the University of Toronto.

George Anderson, currently Deputy Minister (Intergovernmental Affairs), Privy Council Office, becomes Deputy Minister of Natural Resources. Mr. Anderson possesses a good background and a keen interest in natural resources, having served as Deputy Administrator, Department of Energy, Mines and Resources Canada for a period of six years. He obtained a Masters in Literature specializing in Political Theory from Oxford University and a Bachelor of Arts in Political Science from Queen’s University.

Peter Harrison, currently Deputy Minister of Natural Resources, becomes Deputy Minister of Fisheries and Oceans. Dr. Harrison is extremely knowledgeable of and experienced in the workings of government and in policy development. Dr. Harrison obtained a Bachelor of Arts in Geography from the London School of Economics, a Master of Arts in Geography from the University of Victoria and later a Ph.D. in Geography from the University of Washington.

Frank Claydon, currently Secretary of the Treasury Board and Comptroller General of Canada, becomes a Senior Advisor to the Privy Council Office. Mr. Claydon, who has been in his current position since April 2000, previously served as Deputy Minister of Agriculture and Agri-Food.

Jim Judd, currently Deputy Minister of National Defence, becomes Secretary of the Treasury Board and Comptroller General of Canada. Mr. Judd, a foreign service officer by background, is an accomplished Deputy Minister who possesses a wealth of knowledge and experience in international affairs, machinery of government and public administration. He is a graduate of Carleton University, holding a Bachelor of Arts (Honours) in Political Science and a Master of Arts in International Affairs.

Margaret Bloodworth, currently Deputy Minister of Transport, becomes Deputy Minister of National Defence. Mrs. Bloodworth, a lawyer by training, has considerable experience in security and defence issues, having held the position of Deputy Clerk of the Privy Council (Security and Intelligence, and Counsel) in which capacity she served as Deputy Minister responsible for the policy and operations of the Communications Security Establishment. She holds a Bachelor of Arts from the University of Winnipeg and obtained her LL.B. from the University of Ottawa.

Louis Ranger, currently Associate Deputy Minister of Transport, becomes Deputy Minister of Transport. Mr. Ranger has almost twenty years experience in the area of transportation. He joined the Department of Transport in 1981, and has held progressively more senior positions with the department since that time. He obtained a Bachelor in Economics from the University of Ottawa and a Master of Economics from the Université de Montréal.

Judith LaRocque, currently Associate Deputy Minister of Canadian Heritage, becomes Deputy Minister of Canadian Heritage. Ms. LaRocque is an experienced administrator, with substantial knowledge of and experience in cultural affairs. She holds a Bachelor of Arts in Political Science as well as a Master of Arts in Public Administration from Carleton University.

Michael Wernick, currently Assistant Deputy Minister, Cultural Affairs, Department of Canadian Heritage, becomes Associate Deputy Minister of Canadian Heritage. Mr. Wernick possesses significant experience in policy development and a good background in strategic planning and constitutional affairs. He is a graduate of the University of Toronto, where he obtained his Bachelor and his Masters in Economics.

These appointments are effective May 13, 2002.
