  1. On December 12, 2003, Chrétien resigned as Prime Minister and the Twenty-Seventh Ministry assumed office. It was composed of 39 ministers.

  2. McGuire was appointed Minister for the purposes of the Atlantic Canada Opportunities Agency Act, styled Minister of Atlantic Canada Opportunities Agency.

  3. Mitchell was also appointed on June 28, 2005, Minister of State styled Minister of State (Federal Economic Development Initiative for Northern Ontario).

  4. Frulla was also appointed Minister responsible for Status of Women.

  5. Sgro resigned from the Ministry on January 14, 2005.

  6. The office of the Minister of the Economic Development Agency of Canada for the Regions of Quebec was established by Statutes of Canada, 2005, c26, assented to on June 23, 2005 and in force on October 5, 2005 by Order in Council P.C. 2005-1755 of October 4, 2005.

  7. Saada was also appointed Minister responsible for the Francophonie.

  8. Graham was appointed Minister of National Defence on July 20, 2004.

  9. Pettigrew was appointed Minister of Health, styled Minister of Health, Minister of Intergovernmental Affairs and Minister responsible for Official Languages. He was appointed Minister of Foreign Affairs on July 20, 2004.

  10. The office of the Minister of Human Resources Development was abolished. The office of the Minister of Human Resource and Skills Development was created by Statutes of Canada, 2005, c. 34, assented to on July 20, 2005 and in force on October 5, 2005 by Order in Council P.C. 2005-1749 of October 4, 2005.

  11. Frulla was appointed Minister of Human Resources Development, styled Minister of Social Development. She was appointed Minister of Canadian Heritage on July 20, 2004, styled Minister of Canadian Heritage and Minister responsible for Status of Women.

  12. Dryden was appointed Minister of Human Resources Development styled Minister of Social Development.

  13. Stronach was also appointed Minister responsible for Democratic Renewal.

  14. Mitchell was appointed Minister of Agriculture and Agri-Food on July 20, 2004.

  15. Scott was also appointed Federal Interlocutor for Métis and Non-Status Indians.

  16. Robillard was appointed Minister of Industry, styled Minister of Industry and Minister responsible for the Economic Development Agency of Canada for the Regions of Quebec. On July 20, 2004, she was appointed President of the Queen's Privy Council for Canada and Minister of Intergovernmental Affairs.

  17. Bradshaw was also appointed Minister responsible for Homelessness. On July 20, 2004, she was appointed Minister of State styled Minister of State (Human Resources Development).

  18. Fontana was also appointed Minister of Housing.

  19. Guarnieri was also appointed Minister of State styled Minister of State (Civil Preparedness). On July 20, 2004, she was appointed Minister of Veterans Affairs.

  20. Bélanger was also appointed Minister of State styled Deputy Leader of the Government in the House of Commons, Minister responsible for Official Languages and Minister responsible for Democratic Reform and Associate Minister of National Defence. On May 17, 2005, he was appointed Minister of State styled Minister for Internal Trade and retained the titles of Associate Minister of National Defence, Deputy Leader of the Government in the House of Commons and Minister for Official Languages.

  21. Keyes was also appointed Minister of State styled Minister of State (Sport).

  22. The office of the Solicitor General of Canada was abolished. The office of the Minister of Public Safety and Emergency Preparedness was established by Statutes of Canada, 2005, c. 10, assented to on March 23, 2005 and in force on April 4, 2005 by Order in Council P.C. 2005-482 of April 4, 2005.

  23. McLellan retained the title "Deputy Prime Minister".

  24. Owen was appointed Minister of Western Economic Diversification and Minister of State styled Minister of Western Economic Diversification and Minister of State (Sport) on July 20, 2004.

  25. The office of the Minister of Social Development was created by Statutes of Canada, 2005, c. 35, assented to on July 20, 2005 and in force on October 5, 2005, by Order in Council P.C. 2005-1746 of October 4, 2005. This new ministry replaced the Ministry of Human Resources Development.

  26. Valeri was appointed Minister of State styled Leader of the Government in the House of Commons on July 20, 2004.

  27. McCallum was appointed Minister of National Revenue on July 20, 2004.

  28. Owen was also appointed Minister of State (Sport).

  29. The office of the Leader of the Government in the House of Commons was established by Statutes of Canada, 2005, c. 16, assented to on April 21, 2005 and deemed to be in force on April 1, 2004.

  30. Saada was also appointed Minister responsible for Democratic Reform. On July 20, 2004, he was appointed Minister of State styled Minister of the Economic Development Agency of Canada for the Regions of Quebec and Minister responsible for the Francophonie.

  31. Bélanger was appointed on July 20, 2004, Associate Minister of National Defence and Minister of State styled Deputy Leader of the Government in the House of Commons, Minister responsible for Official Languages, Minister responsible for Democratic Reform and Associate Minister of National Defence.

  32. Coderre was appointed President of the Queen's Privy Council for Canada, styled President of the Queen's Privy Council for Canada, Federal Interlocutor for Métis and Non-Status Indians, Minister responsible for la Francophonie, and Minister responsible for the Office of Indian Residential Schools Resolution.

  33. Robillard was also appointed Minister of Intergovernmental Affairs. On January 14, 2005, she retained the titles of President of the Queen's Privy Council for Canada and Minister of Intergovernmental Affairs and was appointed Minister of State styled Minister of Human Resources and Skills Development. On May 17, 2005, she was appointed President of the Queen's Privy Council for Canada and Minister of Intergovernmental Affairs.

  34. Alcock was also appointed Minister responsible for the Canadian Wheat Board.

  35. On April 4, 2005, McLellan was appointed Minister of Public Safety and Emergency Preparedness and retained the title "Deputy Prime Minister".

  36. Guarnieri was assigned by Order in Council P.C. 2003-2026 of December 12, 2003, a Minister of State styled Minister of State (Civil Preparedness) to assist the Solicitor General of Canada styled Deputy Prime Minister and Minister of Public Safety and Emergency Preparedness and the Minister of National Defence. On July 20, 2004, she was appointed Minister of Veterans Affairs.

  37. Keyes was assigned by Order in Council P.C. 2003-2029 of December 12, 2003, a Minister of State styled Minister of State (Sport), to assist the Minister of Canadian Heritage.

  38. Blondin-Andrew was assigned by Order in Council P.C. 2003-2020 of December 12, 2003, a Minister of State styled Minister of State (Children and Youth), to assist the Minister of Human Resources Development styled Minister of Social Development and the Minister of State styled Minister of Human Resources and Skills Development. On July 20, 2004 she was appointed Minister of State (Northern Development).

  39. Scott was assigned by Order in Council P.C. 2003-2025 of December 12, 2003, a Minister of State styled Minister of State (Infrastructure), to assist the Minister of the Environment. On July 20, 2004 he was appointed Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians.

  40. Knutson was assigned by Order in Council P.C. 2003-2030 of December 12, 2003, a Minister of State styled Minister of State (New and Emerging Markets), to assist the Minister for International Trade.

  41. Paradis was assigned by Order in Council P.C. 2003-2022 of December 12, 2003, a Minister of State styled Minister of State (Financial Institutions), to assist the Minister of Finance.

  42. Augustine was assigned by Order in Council P.C. 2003-2024 of December 12, 2003, a Minister of State styled Minister of State (Multiculturalism and Status of Women), to assist the Minister of Canadian Heritage.

  43. Comuzzi was assigned by Order in Council P.C. 2003-2023 of December 12, 2003, a Minister of State styled Minister of State (Federal Economic Development Initiative for Northern Ontario), to assist the Minister of Industry.

  44. Volpe was assigned by Order in Council P.C. 2003-2031 of December 12, 2003, a Minister of State styled Minister of Human Resources and Skills Development to assist the Minister of Human Resources Development styled Minister of Social Development. On January 14, 2005, he was appointed Minister of Citizenship and Immigration.

  45. Bélanger was assigned by Order in Council P.C. 2003-2028 of December 12, 2003, a Minister of State styled Deputy Leader of the Government in the House of Commons, to assist the Prime Minister. On July 20, 2004, he was appointed Associate Minister of National Defence and Minister of State styled Deputy Leader of the Government in the House of Commons, Minister responsible for Official Languages, Minister responsible for Democratic Reform and Associate Minister of National Defence.

  46. Bennett was assigned by Order in Council P.C. 2003-2021 of December 12, 2003, a Minister of State styled Minister of State (Public Health), to assist the Minister of Health.

  47. Saada was assigned by Order in Council P.C. 2003-2027 of December 12, 2003, a Minister of State styled Leader of the Government in the House of Commons and Minister responsible for Democratic Reform, to assist the Prime Minister. On July 20, 2004, he was appointed Minister of State styled Minister of the Economic Development Agency of Canada for the Regions of Quebec and Minister responsible for the Francophonie.

  48. Blondin-Andrew was assigned by Order in Council P.C. 2004-839 of July 20, 2004, a Minister of State styled Minister of State (Northern Development) to assist the Minister of Indian Affairs and Northern Development.

  49. Chan was assigned by Order in Council P.C. 2004-840 of July 20, 2004, a Minister of State styled Minister of State (Multiculturalism), to assist the Minister of Canadian Heritage.

  50. Bradshaw was assigned by Order in Council P.C. 2004-841 of July 20, 2004, a Minister of State styled Minister of State (Human Resources Development), to assist the Minister of State styled Minister of Human Resources and Skills Development. Bradshaw was assigned by Order in Council P.C. 2005-1751 of October 4, 2005, a Minister of State styled Minister of State (Human Resources Development) to assist the Minister of Human Resources and Skills Development, effective October 5, 2005.

  51. Owen was assigned by Order in Council P.C. 2004-1192 of October 19, 2004, a Minister of State styled Minister of State (Sport), to assist the Minister of Canadian Heritage.

  52. Valeri was assigned by Order in Council P.C. 2004-838 of July 20, 2004, a Minister of State styled Leader of the Government in the House of Commons, to assist the Prime Minister. On October 5, 2005, he was appointed Leader of the Government in the House of Commons.

  53. Bélanger was assigned by Order in Council P.C. 2004-842 of July 20, 2004, a Minister of State styled Deputy Leader of the Government in the House of Commons, Minister responsible for Official Languages and Minister responsible for Democratic Reform, to assist the Prime Minister and the Minister of National Defence.

  54. Saada was assigned by Order in Council P.C. 2004-843 of July 20, 2004, a Minister of State styled Minister of the Economic Development Agency of Canada for the Regions of Quebec and Minister responsible for the Francophonie, to assist the Minister of Industry.

  55. Godfrey was assigned by Order in Council P.C. 2004-844 of July 20, 2004, a Minister of State styled Minister of State (Infrastructure and Communities), to assist the Prime Minister.

  56. Ianno was assigned by Order in Council P.C. 2004-845 of July 20, 2004, a Minister of State styled Minister of State (Families and Caregivers), to assist the Minister of Human Resources Development styled Minister of Social Development.

  57. Robillard was assigned by Order in Council P.C. 2005-28 of January 14, 2005, a Minister of State styled Minister of Human Resources and Skills Development to assist the Minister of Human Resources Development styled Minister of Social Development.

  58. Bélanger was assigned by Order in Council P.C. 2005-951 of May 17, 2005, a Minister of State styled Minister for Internal Trade, Deputy Leader of the Government in the House of Commons and Minister responsible for Official Languages to assist the Prime Minister, the Minister of National Defence and the Minister of Industry.

  59. Mitchell was assigned by Order in Council P.C. 2005-1296 of June 28, 2005, a Minister of State styled Minister of State (Federal Economic Development Initiative for Northern Ontario), to assist the Minister of Industry.

  60. Stronach was assigned by Order in Council P.C. 2005-950 of May 17, 2005, a Minister of State styled Minister of Human Resources and Skills Development and Minister responsible for Democratic Renewal, to assist the Minister of Human Resources Development styled Minister of Social Development. On October 5, 2005 she was appointed Minister of Human Resources and Skills Development and Minister responsible for Democratic Renewal.

  61. Ianno was assigned by Order in Council P.C. 2005-1748 of October 4, 2005, a Minister of State styled Minister of State (Families and Caregivers), to assist the Minister of Social Development, effective October 5, 2005.
