  1. After the defeat of the Government in the general election of January 23, 2006, Martin formally tendered his resignation on February 6th, 2006. On the same day, the Twenty-Eighth Ministry took office. It was composed of twenty-six ministers.

  2. Styled Leader of the Government in the House of Commons and Minister for Democratic Reform.

  3. Styled Leader of the Government in the House of Commons and Minister for Democratic Reform.

  4. LeBreton was appointed Leader of the Government in the Senate, and was assigned by Order in Council P.C. 2007-3 of January 4, 2007, as Minister of State to assist the Minister of Human Resources and Skills Development, styled Secretary of State (Seniors).

  5. Styled Minister of Agriculture and Agri-Food and Minister for the Canadian Wheat Board.

  6. MacKay was concurrently appointed Minister of Foreign Affairs and Minister for the purposes of the Atlantic Canada Opportunities Agency Act, styled Minister of Foreign Affairs and Minister of the Atlantic Canada Opportunities Agency.

  7. Styled Minister of Canadian Heritage and Status of Women.

  8. Blackburn was concurrently appointed Minister of Labour and Minister of the Economic Development Agency of Canada for the Regions of Quebec.

  9. Clement was appointed Minister of Health, and was assigned by Order in Council P.C. 2006-33 of February 6th, 2006, as Minister of State to assist the Minister of Industry, styled Minister of Health and Minister for the Federal Economic Development Initiative for Northern Ontario.

  10. Finley was appointed Minister of Human Resources and Skills Development, styled Minister of Human Resources and Social Development.

  11. Solberg was appointed Minister of Human Resources and Skills Development, styled Minister of Human Resources and Social Development.

  12. Styled Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians.

  13. Verner was appointed Minister for International Cooperation, and was assigned by Order in Council P.C. 2006-34 of February 6th, 2006, as Minister of State to assist the Minister of Canadian Heritage, styled Minister for International Cooperation and Minister for La Francophonie and Official Languages.

  14. Emerson was appointed Minister for International Trade, and was assigned by Order in Council P.C. 2006-31 of February 6th, 2006, as Minister of State to assist the Minister of Transport, and Minister of State to assist the Minister of Canadian Heritage, styled Minister of International Trade and Minister for the Pacific Gateway and the Vancouver-Whistler Olympics.

  15. Skelton was concurrently appointed Minister of National Revenue and Minister of Western Economic Diversification.

  16. Styled Minister of Public Safety.

  17. Styled Minister of Transport, Infrastructure and Communities.

  18. Chong was appointed as President of the Queen's Privy Council for Canada and was assigned by Order in Council P.C. 2006-32 of February 6th, 2006, as Minister of State to assist the Minister of Canadian Heritage, styled President of the Queen's Privy Council for Canada, Minister of Intergovernmental Affairs, and Minister of Sport. He resigned from the Ministry on November 27, 2006.

  19. Van Loan was appointed President of the Queen's Privy Council for Canada, and was assigned by Order in Council P.C. 2006-1421 of November 27, 2006, as Minister of State to assist the Minister of Canadian Heritage, styled Minister of Sport.

  20. Hill was assigned by Order in Council P.C. 2007-4 of January 4, 2007, a Minister of State styled Secretary of State and Chief Government Whip, to assist the Prime Minister.

  21. Kenney was assigned by Order in Council 2007-5 of January 4, 2007, a Minister of State styled Secretary of State (Multiculturalism and Canadian Identity), to assist the Minister of Canadian Heritage.

  22. Ritz was assigned by Order in Council P.C. 2007-6 of January 4, 2007, a Minister of State styled Secretary of State (Small Business and Tourism), to assist the Minister of Industry.

  23. Guergis was assigned by Order in Council P.C. 2007-7 of January 4, 2007, a Minister of State styled Secretary of State (Foreign Affairs and International Trade) (Sport), to assist the Minister of Foreign Affairs, the Minister for International Trade and the Minister of Canadian Heritage.

  24. Paradis was assigned by Order in Council P.C. 2007-8 of January 4, 2007, a Minister of State styled Secretary of State (Agriculture), to assist the Minister of Agriculture and Agri-Food.

  25. Ablonczy was assigned by Order in Council P.C. 2007-1304 of August 14, 2007, a Minister of State styled Secretary of State (Small Business and Tourism), to assist the Minister of Industry.
