The Speech From the Throne: Expanding Opportunities in Aboriginal Communities

September 23, 1997

THE SPEECH FROM THE THRONE: BUILDING A STRONGER CANADA
Expanding Opportunities in Aboriginal Communities

We want to see Aboriginal communities become stronger and healthier. And we are working to further their progress towards achieving self-government, well-being and economic independence.

Aboriginal people are on average disadvantaged in comparison to other Canadians. This makes the major concerns of the average Canadians - jobs, heath care, education etc. - all the more acute to Aboriginal Canadians.

By strengthening Aboriginal communities, we are reinforcing the diversity that makes Canada unique in the world.

We are ready and willing to work with all interested parties to develop a long-term comprehensive plan of action in partnership with Aboriginal leaders and people. All of our initiatives designed to build a stronger Canada will be sensitive to and reflect the special needs and circumstances of Aboriginal people.

We will be implementing the commitments to Aboriginal people outlined in Securing Our Future Together, such has the Aboriginal Health Institute, On-Reserve Head Start, Multi-purpose Urban Youth Centres, a re-mandated Specific Claims Commission, and an Aboriginal Languages program.

Our fundamental principles are clear:

  • To develop relationships with Aboriginal people based on the principles of partnership, transparency, predictability and accountability;
  • To support the building of strong Aboriginal communities - communities that provide their members with better living standards and opportunities; and
  • To strengthen the capacity for good government in Aboriginal communities.

To contribute, we are committed to responding to the Report of the Royal Commission on Aboriginal Peoples as soon as possible.
