Appointments to the Security Intelligence Review Committee

Prime Minister Jean Chrétien today announced the appointment of Paule Gauthier as Chairperson and James Andrews Grant as a member of the Security Intelligence Review Committee.

The Honourable Paule Gauthier, P.C., Q.C., has been a member of the committee since June 8, 1995, and previously served as a member from 1984 to 1991. She is a senior partner in the law firm of Desjardins Ducharme Stein Monast in Quebec City, and has been practising corporate and commercial law for more than 20 years. She was President of the Canadian Bar Association in 1992-1993. She was appointed as a member of the Queen's Privy Council for Canada in 1984, as a Queen's Counsel in 1988, and as an Officer of the Order of Canada in 1990.

James Andrews Grant, Q.C., has been a lawyer in the law firm of Stikeman, Elliott in Montreal since 1961, where he practises commercial, banking and securities law. He graduated from McGill University with a Bachelor of Arts and a Bachelor of Civil Law. Mr. Grant is a director of the Canadian Imperial Bank of Commerce, CAE Industries Ltd., United Dominion Industries Limited, and Biochem-Pharma Inc., and has been active in many other community and cultural organizations. Mr. Grant was appointed a Queen's Counsel in 1985.

In accordance with the requirements of the Canadian Security Intelligence Service Act, Mr. Grant was sworn in to the Queen's Privy Council of Canada.

Established in 1984, the Security Intelligence Review Committee provides an external review of the Canadian Security Intelligence Service's performance of its duties and functions. It also examines complaints by individuals or reports by Ministers relating to security clearances and the national security of Canada. The Committee is required to report annually to Parliament through the Solicitor General.

These appointments are effective immediately.
