Prime Minister announces New Chief Justice of the Federal Court of Canada

Prime Minister Jean Chrétien today announced the appointment of the Honourable Mr. Justice D. Richard, Q.C., as Chief Justice of the Federal Court of Canada.

Prior to his appointment, Mr. Justice Richard was Associate Chief Justice of the Federal Court. He was named to the Federal Court, Trial Division, in August 1994. Before joining the federal bench, he practised law for over thirty years with the firms Lang Michener and Gowling, Strathey & Henderson.

Mr. Justice Richard graduated in law from Osgoode Hall Law School and was called to the Bar of Ontario in 1959. He received a Licentiate in political and social sciences from the Louvain University (Belgium) in 1960.

Mr. Justice Richard was born in Ottawa on July 30, 1934 and is married to Lilian Chartrand. They reside in Ottawa.

Mr. Justice Richard's appointment is effective immediately.
