PRIME MINISTER ANNOUNCES CHANGES IN THE
SENIOR RANKS OF THE PUBLIC SERVICE

Prime Minister Jean Chrétien today announced the following changes in the
senior ranks of the Public Service:
Robert A. Wright, currently Commissioner of Customs and Revenue,
becomes Associate Secretary to the Cabinet, Deputy Minister to the Deputy
Prime Minister and Security and Intelligence Coordinator, Privy Council
Office. Mr. Wright succeeds Ronald Bilodeau who is retiring from the Public
Service after a distinguished career of 36 years to pursue new challenges in
the private sector. This appointment is effective June 2, 2003.
Alan Nymark, currently Deputy Minister of the Environment, becomes
Commissioner of Customs and Revenue, effective June 2, 2003.
Suzanne Hurtubise, currently Ambassador and Permanent Representative
of Canada to the Organization for Economic Co-operation and Development in
Paris, becomes Deputy Minister of the Environment, effective June 2, 2003.
Gaëtan Lavertu, currently Deputy Minister of Foreign Affairs, will
be leaving his position, effective June 16, 2003, prior to his undertaking an
international assignment.
Peter Harder, currently Deputy Minister of Industry, becomes Deputy
Minister of Foreign Affairs, effective June 16, 2003.
Jean-Claude Villiard, currently President, Canada Mortgage and
Housing Corporation, becomes Deputy Minister of Industry, effective June 16,

Jocelyne Bourgon, P.C., O.C., currently President, Canadian Centre
for Management Development, becomes Special Advisor to the Minister of Foreign
Affairs, effective June 16, 2003, prior to her undertaking an international
assignment. She has also been named President Emeritus of the Canadian Centre
for Management Development, which it is proposed would become the Canada
School of Public Service.

Hélène Gosselin, currently Deputy Secretary, Intergovernmental

Defence, effective April 22, 2003. She will assume the responsibilities of
Margaret Purdy who will be pursuing a sabbatical with the University of
British Columbia during which she will, among other things, undertake
independent, comprehensive and strategic research analysis of the implications
of the post-September 11 security environment on Canadian public policy and
public administration.
Peter Harrison, currently Deputy Minister of Fisheries and Oceans,
has been appointed to the new Deputy Minister level position of Senior
Research Fellow, Department of Industry, effective April 22, 2003, and will be
serving as Senior Research Fellow (Oceans) at the National Research Council.

Larry Murray, currently Deputy Minister of Veterans Affairs, becomes
Deputy Minister of Fisheries and Oceans, effective April 22, 2003.

Nawal Kamel, currently on interchange from the World Bank as Senior
Research Fellow with the Oxford Institute for Energy Studies, will be joining
the senior ranks of the Public Service on an interchange from the World Bank
as Special Advisor to the Deputy Minister of Natural Resources, effective June
23, 2003.
Michelle Chartrand, currently Commissioner of the Public Service
Commission, will be named Deputy Secretary to the Cabinet (Management
Priorities, Senior Personnel and Special Projects), Privy Council Office,
effective April 14, 2003.
The Prime Minister also announced that Frank Claydon, Senior Advisor to the
Privy Council Office, will be retiring after more than 32 years of dedicated
service. During his career, Mr. Claydon held such senior positions as Secretary
of the Treasury Board and Comptroller General of Canada, as well as Deputy
Minister of Agriculture and Agri-Food.
The Prime Minister took the opportunity to thank Ronald Bilodeau, Frank
Claydon, André Gladu and Michael Nurse for their dedication to the Public
Service and to their excellence in serving Canadians over the years, and to wish
them well in their future endeavours. In particular, the Prime Minister extended
his appreciation to Ronald Bilodeau for his many years of excellent service and
wise counsel in the Privy Council Office.

SENIOR RESEARCH FELLOW, OCEANS, NATIONAL RESEARCH
COUNCIL
Canada's three oceans and related coastal and marine resources are an
increasingly important part of our economic and social fabric. Their protection,
use and development in a sustainable fashion for future generations are key
challenges to be met. Canada is a world leader in the research and development
(R&D) needed to meet these challenges, and the National Research Council is
a major player in helping Canada realise its potential.
In his new position, Dr. Harrison will be responsible for reviewing and
reporting on Canada's ocean and coastal zone research and development capacity.
He will also be responsible for promoting the rapid and effective implementation
of Canada's "Oceans Strategy", for positioning Canada's world role as
a leader in sustainable ocean development (particularly within the G-8 context),
and for promoting the ratification of the United Nations Convention on the Law
of the Sea (UNCLOS).
Dr. Harrison will work closely with government departments and agencies,
aboriginal interests, academic institutions, current and future research
networks and centres of excellence, international agencies and foreign
governments. He will draw on his extensive experience in ocean and coastal zone
affairs as Deputy Minister of Fisheries and Oceans and Deputy Minister of
Natural Resources, as well as his longstanding academic and research reputation
in the field.
