Michael Doucet

Michael Doucet was appointed on December 28, 2012 to the position of Executive Director of the Security Intelligence Review Committee (SIRC), an agency which carries out continuous independent review of the Canadian Security Intelligence Service (CSIS) and which reports to Canada’s Parliament.  SIRC also operates as a quasi-judicial tribunal in investigating complaints by individuals concerning CSIS and examines reports by Ministers relating to the national security of Canada.

Mr. Doucet joined SIRC from the Royal Canadian Mounted Police where he held the positions of Chief Information Officer (CIO) and Chief Technology Officer.

Prior to joining the RCMP in April 2010, Mr. Doucet occupied the position of CIO/ Director General of the Information Management Services Branch at Correctional Service Canada for over two years. Mr. Doucet has also worked with the Communications Security Establishment of Canada (CSEC) as the CSEC’s Senior Liaison Officer to the National Security Agency as well as working with the Canadian Food Inspection Agency.  Mr. Doucet began his federal career with CSEC in 1988.

Mr. Doucet received his MBA from the University of Ottawa in February of 2000, with specialization in strategic change, compensation and information technology management. Since graduating, he has been an active session lecturer on Strategic Information Technology Management and Organization Behaviour at the University of Ottawa’s School of Management.

Mr. Doucet has a strong knowledge of Information Management, Information Technology, Security Intelligence and Emergency Management within the Government of Canada.
