Answer: No, nitrogen and carbon dioxide do not have to be declared when used to flush sandwich packages. However, they must be declared when used for a food additive purpose, e.g., as a pressure dispensing agent, to improve spreadability (for margarine), for carbonation, as an extraction solvent, etc. (27/JA/88)
