Acton


La région d'Acton
The Regional Municipality of Acton County is made up of 9 municipalities. The site, with over 400 web pages, is like "a huge electronic show window presenting all the organizations, attractions and services available" in the region. There is first the description of the municipal organization, including the reeve's welcome, a brief history and a description of each municipality; the publication of the information bulletin of the regional municipality "L'autre dimension" [The Other dimension]; a description of the various services offered from assessments to urban planning to records management. The various sports, cultural and tourism organizations are described and a schedule of activities is also available. The geographic situation of the region is very well established and access is facilitated by the description of a number of access routes and the use of road maps. The site also provides a list of factories and businesses situated in the Regional Municipality of Acton County. The site also contains an agri-food sector providing a profile of agriculture and forestry in the Acton area and hypertext links with many agricultural organizations such as l'Union des producteurs agricoles and a few governmental links such as Agriculture and Agri-Food Canada and the ministère de l'agriculture, des pêcheries et de l'alimentation du Québec (MAPAQ)[Quebec Department of Agriculture, Fisheries and Food]. Health and socio-community-based organizations are also described in detail. A heading, "Education and Training", presently under construction, should soon be available.

Alma


Alma
On the city of Alma site, we first see the Municipal Council. Under this section, the mayor and the councillors are presented along with the Council session agenda, statistics on the population of Alma and a map of the electoral districts. In the second section, Communications, the surfer is provided with all the information on the city, that is community life, the various municipal regulations and services and much more. Under this heading, the Council's communiqués can be seen along with press releases, public notices, calls for tenders and job offers. A tourism section informs us of the main attractions and events in the region and provides a list of accommodation establishments, restaurants and other available services. There is also a section aimed at "potential investors". It provides maps of industrial and commercial sites, a description of the socioeconomic profile of the population, of the economic structure of leisure activities and of the climatology of the area along with many statistical tables related to residential, commercial and industrial construction. A road map and many photographs are also available.

Amos


Ville d'Amos
First city of Abitibi, Amos is called "the cradle of Abitibi". It is particularly well situated right at the hub of the main Abitibi thoroughfares. The site offers a brief history of the City and presents one of the region's treasures: the Harricana River. The coat of arms and the symbol of the City are described and explained and many old and new photographs are available on the site. There is also a welcome from the mayor and a presentation of the municipal council and the various municipal services. The roles of the various advisory groups set up to assist the municipal council are described, but the list of members is not up to date. The library with its main regulations and services, the archives, the exhibition centre with its calendar of events and the recreation service with its equipment and installations are presented on the site. The economic profile of the City is also provided. The tourism aspect is particularly well developed. There is a list of tourist attractions grouped by category, a list of activities and events occurring in the region and a map on which one can click to reach an activity of interest. Anjou


Ville d'Anjou
Ville d'Anjou is community with a population of approximately 37,915 situated in the northeastern sector of Montreal Island. Its Internet site greets us with a welcome from the mayor and a scrollable text on a topic of current interest. The coat of arms and a brief history of the city are presented along with the members of the municipal council. Also available is the schedule of council meetings. The surfer is also provided with information on the geographic location of the city along with maps of the region and of the electoral districts. A section called "Loisirs et culture" [Recreation and culture - TRANS.] provides information on activity areas and the schedule of the various activities offered in the city. There is also a list of "partner organizations" and a list of books suggested by the library service. Another section called "Commissariat industriel" [Industrial commission - TRANS.] provides a catalogue of businesses, a form to find vacant lots and a list of jobs available in Ville d'Anjou.

Anse Saint-Jean


Municipalité l'Anse Saint-Jean
The site of Anse Saint-Jean, which is located in the heart of the Fjord in the Saguenay-Lac-Saint-Jean, provides information on the history of this small municipality. The municipal council is presented along with the mandates assigned to each of the members. A map and photos illustrating the scenery in the area have been provided. The tourism aspect has been well developed. The various activities and sites offered to visitors are described in detail. Hiking and descriptions of the trails, ice fishing on the Saguenay Fjord and a visit to Les brasseurs de l'Anse microbrewery are some of the activities described on the Internet site of the municipality of Anse Saint-Jean. A hypertext link with the site of La Monarchie de l'Anse-Saint-Jean, the first municipal monarchy in North America, has been provided.

Asbestos


Asbestos
The city of Asbestos is situated in the Eastern Townships at the centre of a triangle formed by the cities of Quebec, Sherbrooke and Montreal. The city's Internet site has a geographic section which helps to situate the city of Asbestos with the help of maps and indications. There is a brief history describing the main events which have marked Asbestos, and a description of the industrial sector illustrates the economic life of the city which is based primarily on asbestos mining. A few of the city's commercial establishments and services are presented along with tourist and leisure attractions. There are hyperlinks to the sites of the S.A.D.C. [Community Futures Development Corporation] of Asbestos, the golf and curling club and the official site of the Centennial of the City of Asbestos, all of which provide the surfer with information on the city and the region. The site of the City of Bécancour, situated near Trois-Rivières, is a short one. There is a brief word from the mayor, a text describing the assets and the services of this city in which it is good "to live and grow" ("vivre et grandir") and a geographical map which helps to locate access routes by road, water, rail and air. An internet link brings us to the Bécancour Industrial and Harbour Park site and another to the Bécancour bicycle site.

Ville de Beloeil
Situated in the Montérégie region some thirty kilometers from Montreal, Beloeil has a population of nearly 20,000. The site presents the municipal council with photos and shows how to reach the various services and what they offer. There is a citizen's guide with municipal bylaws, along with general information on taxes, municipal elections, claims and access to information. The site contains a hypertext link with the ministère des Affaires municipales. The schedule of Beloeil's public transit along with its routes are offered on the site. The surfer will find a description of a few municipal organizations and a link with the Beloeil - Mont-Saint-Hilaire historical society. The City's coat of arms and symbol are explained and there is also a history of Beloeil with the main dates in its development.

Cantley
Situated between the cities of Gatineau and Val-des-Monts, the municipality of Cantley has a population of 5,425. The site introduces the municipal council and describes the various municipal services with the help of an organization chart. There is also a history of the municipality of Cantley with the main developments from 1830 to the present. Many statistical tables provide a list of the activities of the Municipality and describe the territory and its development. Blinking messages highlight events or activities which are taking place or will soon take place in Cantley. The library and its services along with recreation information and a description of some of the activities are available on the site. There is also information on the parish of Sainte-Elisabeth de Cantley, its history, the list of the wardens and the services offered by the parish. The site has a road map along with a street map of the Municipality. Among the hypertext links, are those giving access to the Quebec and Canadian government home pages. Some sections of the site, such as the history of the Municipality and the budget forecasts, are also available in English.

Orford is situated in the Eastern Townships and is known mainly because of the Parc du Mont-Orford Park and the Centre d'Arts Orford. On the Municipality's Internet site, we are shown the Municipal Council, a brief history page, a short description of municipal management services and a graphic presentation of the budget for the year 2000. There are also the dates of the various public meetings of the Municipal Council along with a few photographs of the City. There will soon be further information on the village of Cherry-River, municipal services, by-laws and the commercial establishments of the region.

The Municipality of Eaton Township, situated a few kilometers east of Sherbrooke in the Eastern Townships, has a population of 2,819. On its Internet site is a brief history, a presentation of the Municipal Council and of the various municipal and tax regulations, a description of municipal services and of the emergency 911 service. There is also a "news" feature with news releases dating from 1998. The surfer is offered the opportunity of being advised when the site is updated. There are hypertext links with organizations such as the Haut-Saint-François RCM, the Administrative Committee of the Sherbrooke Airport and Le Haut-Saint-François newspaper.

With a population of close to 20,000, Chambly is located on the south shore of Montreal ten minutes from the Champlain Bridge. The site includes several statistical and descriptive tables of the city, its services and population. Also included are maps illustrating the urban agglomeration, the tourist and industrial sectors, the Chambly Canal and access roads leading to Chambly. The various headings on the site have been well developed and contain numerous hypertext links to enrich our research. The "Economy" section provides a profile of the population, the commercial and industrial sectors and a list of businesses. The "Tourism" section provides a list of the various forms of entertainment and tourist attractions along with an up-to-date schedule of events. The "Actualités" heading offers ad hoc information on services in the municipality and provides a presentation of Municipal Council and a few by-laws in force.

The City of Charlemagne is situated in the Lanaudière region and has a population of 3,376 people. The Internet site opens with the photograph of a sculpture by Normand Forget and a quote from the artist. There is a word of welcome from the Mayor; the various members of the Municipal Council are introduced; and a description of municipal services is offered. Under the heading "Activités" [Activities - TRANS.], the surfer is invited to a celebration held last December 31, an indication that it might be time to update the site. Information under "Activités et loisirs" [Activities and leisure occupations - TRANS.] is accessible only through the site plan. On the other hand, the home page has a heading "Quoi de neuf?" [What's new? - TRANS.] which is up to date and provides the latest municipal information. The socio-economic profile of the City is given along with a map of the City of Charlemagne and one of the region.

Chelsea


Chelsea
From 1875 to 1990 the territory that became the Municipality of Chelsea was "Le Municipality of the West Part of the Township of Hull". On April 28, 1990, it became the Municipality of Chelsea. The official Web page of the Municipality of Chelsea is an extremely well organized "communication tool to inform residents about municipal affairs" and an informative site for anyone seeking information about the community. The "General Information" section outlines municipal services offered to Chelsea residents: planning, various types of permits, animal control, public works and utility network, the municipal budget and taxation services. In this section residents and surfers can also access a list of all municipal telephone numbers, community groups, and a complete list of municipal e-mail addresses. Also found in the General Information section is a "History and Profile" page that offers a brief history and a photo album of pictures from Chelsea's history. The "Municipal Council" section consists of a calendar of upcoming meetings, the minutes of the last six council meetings, a map showing the municipal election wards, and an annotated photo album containing pictures of each council member. The "Municipal Committees" section offers brief descriptions of the mandates and meeting schedules for each of the major municipal committees. An "Environment" section offers an overview of environment-related services and programs available to Chelsea residents. A "Recreation and Culture" section contains information on Chelsea Recreation and Cultural services, a list of seasonal programs and courses, a list of community groups, and a community events calendar that is regularly updated. Brief summaries of municipal by-laws are offered in the "Municipal By-Laws"section. The Chelsea "Library" also has its own section, offering information on the library's services, activities, exhibits and locations and an online catalogue.

The site of the City of Chicoutimi, "linchpin and metropolis of the Saguenay-Lac-Saint-Jean region" [trans.], has three types of information: municipal, community-based and tourist-oriented. In the first category, there is a description of municipal services, a presentation of the municipal council, a description of the city's coat of arms and a history of the locality with a table containing the important dates in its development. The second category shows how to reach Chicoutimi's centre for arts and culture and the various educational institutions and provides a hypertext link to the municipal library. The tourist information section has a map with the main hotels and municipal buildings. There are also suggestions regarding places to see and visit. The site has many photographs.

The site of this city of 12,000 in the Eastern Townships greets us with a welcome from the mayor. A detailed description of the city council and of its functions is provided along with an organization chart which shows the various services provided by the municipality. There is also a description of each of the services with a photograph and a message from the directors and a description of the equipment. A section on SO.DE.CRI [Cowansville Economic Development Corporation] provides information on the social and economic profile of Cowansville, its infrastructures and its industrial park. A list of industries is available along with a directory of industries which can be searched by key words. The site contains many photographs and hyperlinks to each section. A search engine and a site plan make it easy to find the information contained on the site. An English version will soon be available.

Ville de Danville
Danville is situated in the Eastern Townships, "halfway between the two urban centres of Victoriaville and Sherbrooke". [TRANS.] The Internet site has a tourism section which provides considerable information on the city's history, heritage, "cultural property", coat of arms and particular attractions such as Burbank Pond and the green corridors bicycle project of the Asbestos region. Many photos reveal the beauty of the region. Municipal services are described. A pull-down menu provides access to the various municipal by-laws and information on budget estimates. Three directories give access to municipal services as well as to the Town's commercial and other establishments and organizations. The surfer can also find a comments section in which he can answer a poll, consult and participate in a discussion forum and enter comments in the Town's guest book. There are many hypertext links to local and regional sites along with links to other "Danvilles" in the United States. Visitors can add their suggestions on sites to the list. Access is also offered to La Toile du Québec.

A scrolling text on the home page of the site and a map of the regions pinpoint the city of Dégelis in the Lower Saint Lawrence region. A search engine is also available on the home page and it makes it possible to search the whole Web with such tools as AltaVista, Lycos, etc. There are many photographs on the site and a scrolling photograph gives the surfer a panoramic view of the city. The site has an "economy" section in which describes the main economic activities such as forestry and agriculture. Another section shows the region's tourist attractions and lodging facilities. There is a hypertext link to the "festivélo" site. Information is provided on municipal services. There is an organization chart with an overall view of services, a photograph of the Municipal Council and the description of some municipal organizations such as the community centre and the tourist information centre.

Bordered by the Lac des Deux-Montagnes and la Rivière des Mille-Iles, la Ville de Deux-Montagnes has a population of 16,000. The site contains a description of municipal services. Visitors are first greeted with a message from the mayor, followed by a history and a description of the town. The municipal library's site is also included, and community services are described by means of a list of frequently asked questions complete with answers. The activity program is not up to date and nor is the "History Chronicle of the Ville de Deux-Montagnes", the last issue of which dates back to August 1997. You can still find previous chapters which describe the early history of the city. The site also has a "Municipal Bulletin", but once again, the last issue dates back to August 1998. A notice on the site stated that this page was being prepared. A detailed map of the city is available on the site.

Situated in the Montérégie region, "Farnham is a town with country values and an entrepreneurial spirit worthy of the great industrial cities that surround it". [TRANS.] The Internet site contains information on the main tourist attractions such as the bicycle trail, the nature centre, the golf course, the parachute club and the wine route. There is also a list of the various leisure organizations, sports associations and clubs, and municipal recreational facilities. The municipal services are presented along with the members of the municipal council. A directory of services available to citizens contains a list of social, community, religious, educational, cultural and artistic organizations. Three road maps are presented. The first is a plan of the Town of Farnham and the other two show provincial and regional access routes.

There is also a table illustrating the Fernand-et-Boileau tax rates in comparison with those of other municipalities, and information is provided on the main tourist attractions such as the activities of the Domaine du Lac Ha! The town of Frelighsburg is located close to the U.S. border in Estrie, some 100 kilometers from Montreal. The site offers netsurfers a directory of local resources - accommodation, restaurants and agro-tourism (orchards). Year-round schedules of local activities held in Frelighsburg and activities in the Brome-Mississquoi region are available on the site. Tourist circuits and the Foire du jouet are two activities which should be described eventually, as the hypertext links provided when we visited the site were empty. The upcoming development of the historical page is also mentioned. A map showing various accesses to the town has been provided.

City of Gatineau
With 141 square kilometres and a population of more than 100,000, "In the Outaouais, Gatineau is the municipality with the biggest area and the largest population". Its Internet site is very comprehensive. There is a detailed description of the different services, an organization chart, the City's job postings, the 1999 budget along with graphs and tables, a presentation of the Hot Air Balloon Festival with some panoramic photographs of the event, the press releases issued during the last 6 months, a complete presentation of the Archives' documentation centre and several index map sheets. The site also has several interactive services. First, there is virtual access to the library's catalogue in French, English or Spanish; access to cultural and recreational activities for which one can register online; access to the taxpayers' register that can be queried by civic address for general access, and by user number for specialized access. A search engine is currently under construction.

There is a brief description of the mission of the municipal services along with a history and a descriptive list of leisure and cultural para-municipal organizations. Haut-Richelieu


Haut-Richelieu
"Located 25 minutes southeast from Montreal, the Upper-Richelieu consists of 20 municipalities and is known for its glorious past, its particular hospitality and its regional gastronomy". This is how the region is presented on its Internet site created by the Upper-Richelieu Economic Council which is an inter-municipal corporation responsible for regional development. First, a map and a table specify the region's distance relative to several large Canadian and American cities. The different sectors of the Upper-Richelieu region are described. The economic sector is represented by a territory of 20 municipalities, 17 semi-urban municipalities and 3 cities. An economic inventory of all their services is presented, from the average daily temperature to the number of financial and educational institutions. An index would make it easier to find the information. The municipal section briefly describes each municipality in the Regional County and the education section lists and describes the different institutions. The agricultural section has a hyperlink to the Quebec Food Processors Association. The culture and tourism sector is described by the Upper-Richelieu's Tourism and Congress Centre which presents the region's seasonal activities. Several photographs adorn the navigation on the site.

Kamouraska (MRC)
The total population of the Kamouraska MRC is over 23,000 inhabitants. Situated in the Lower St. Lawrence region, it is made up of 18 municipalities with Pocatière / Sainte-Anne-de-La-Pocatière and Saint-Pascal having the largest populations. The Web site gives a complete picture of the region: cultural and natural heritages, a description of Kamouraska and Pèlerins islands and the history of Kamouraska. There is also a genealogy section in which searchers can find "the main families which first settled in Kamouraska with a short description of each". The tourism aspect is greatly developed. Each tourist attraction is well documented and some are shown with photos. There is a word of welcome from the warden as well as a map grouping the various municipalities. The site also offers a list of the various lodging establishments and restaurants and a long list of addresses and telephone numbers where more information can be found. Finally, "Kamouraska numbers" provides a considerable amount of information describing the population of the Kamouraska MRC.

The Internet site greets us with a panoramic view of Lac Simon, called "the vacationer's paradise north of Montebello" [TRANS.]. The sections containing a list of lodging and commercial establishments were under construction at the time of our visit, but a description of the main activities held at and around Lac Simon was available. Lac-aux-Sables : Village d'accueil au cour du Québec
Lac-aux-Sables, which has a population of more than 1500, is a municipality in the Mauricie region some 95 kilometres from Quebec City. Net surfers are greeted with a poetic message from the mayor, and the historical heading on the site contains a geographical, demographic, economic, political and cultural description of Lac-aux-Sables, historical vignettes and an album of the 1897-1997 centennial. The Journal du Lac, the monthly community newspaper of the municipality, is available on line, but the last issue dates back to April 1999. The City of Lachine is described on the site as "the first suburb" among the 26 cities of the Communauté urbaine de Montréal. The site provides press releases, up-to-date news and an annual schedule of activities which is very easy to consult. Various plans of the city indicate the locations of businesses and services in the town centre of Lachine, how to reach the various districts of the city and the main access routes from outside the island of Montreal. A profile of the economic activity in the city is provided along with a list of industries, businesses and services. From the Town Hall to the Treasury, to the Registry Office, to Recreational and Community Services, the site contains a considerable amount of information on everything related to municipal services. There is a welcome message from the Mayor who introduces the members of the Municipal Council. The site of the City of Laval, despite the city's status as the second largest in Quebec, has little information. There is a brief welcome from the Mayor, the presentation of the executive committee and the municipal council, a text on the role of local government and a history of the City. There is a calendar of events taking place in Laval and it is updated weekly. Hypertext links are available to the network of libraries and the assessment roll. The latter can be consulted. Access to the school boards and the assessment services is possible by means of a password. Lennoxville is a college town located in the south central part of the Eastern Townships of Quebec, five kilometres from Sherbrooke. The town's Web site offers basic information on the services and activities available to residents and visitors. A municipal services section offers only the telephone numbers for departments such as public works, the police, and the community centre. A list of municipal committees is found in another section. There is an activities section, but in summer 2002 the section was listing activities being held in 1999. The town's full-time population of 4,000 residents is increased for nine months of the year by 3,000 students and the site prominently features links to the Web sites of Bishop's University and Champlain College. An Eastern Townships link takes visitors to tourist information on the Connect-Quebec Web site.

On January 1, 2002, 28 municipalities of the Montréal Urban Community were merged into the new City of Montreal. The new city has 1.8 million inhabitants and covers an area of 500 km2. It has one mayor and 73 city councillors. This is the official Web site of the new City of Montreal. The site is available in both French and English, however, the French version is more fully developed and some of the sections are available in French only. Descriptions and information from each of the burroughs is easily located. Detailed information on city services such as emergency, housing, and food inspection services are provided. Montréal Urban Community
The Montréal Urban Community is an intermunicipal organization regrouping the 29 municipalities of the island of Montreal, Bizard Island, Dorval Island and a few adjacent islands. The organization offers these cities public security, public transit, environmental quality, enhancement of the area, realty assessment and culture services. The site is organized in a way that allows easy access according to the type of user: visitor, citizen, employee, supplier or investor. For the visitor, there are "the cultural and tourist attractions of the island"; the citizen is presented with "the elected representatives and their mandate"; the employee "is informed of the latest news"; the investor is offered an economic profile of the MUC while the supplier is shown a list of the 1998 and 1999 calls for tender along with the procedures that those interested must follow. A considerable amount of information is available on this site and to reach it the user is offered many tools: a pull-down menu that provides easy access to the administrative unit of interest, an alphabetical index of headings along with indexing of the site to allow searching by key words. A form for comments on the site is available. A question area, presently under construction, will soon be available. The site also offers a virtual visit of Montreal by means of "panoramic photographs" and maps of the region. Visitors to the Web site of the Regional County Municipality (RCM) of Antoine-Labelle will find information on the RCM's administration and services and a description of the area's services and resources. Sutton
Situated in the Eastern Townships, the Township and the City of Sutton are both represented on this site. There is a welcome from both mayors. Under "New" we are told of community events and activities being held at both the Township and City levels. There is also information on municipal services and regulations, the Municipal Council and the cultural life of both communities. There is a common section on tourism with the main tourist attractions and sports activities. A list of various restaurants and lodging accommodations is offered and an index helps the surfer to easily find the information he or she needs. Surfing is also made easier by a "Help" section and by advice for surfers regarding hardware configuration among other things.

Thetford Mines


Thetford Mines
Simple but attractive in structure, the site of the City of Thetford Mines presents first a welcome from the mayor. It then moves on to a presentation of the city's logo and coat of arms. The history of the city is presented in a series of important dates. There is a description of the main industries and a hypertext link with the local development centre of the RCM of l'Amiante. The region is presented through its tourist activities and its festivals. There are sites on asbestos tourism, one on the Musée Minéralogique et minier [Mineralogy and Mining Museum] and the festival de la Relève [Next Generation Festival]. A heading called What's new presents press releases, but the page was empty when visited. It is, however, possible to consult a schedule of the activities available in Thetford Mines.

Victoriaville


Victoriaville
Victoriaville, which resulted from the amalgamation of Sainte-Victoire d'Arthabaska and Victoriaville, is located in the heart of Quebec in the Bois-Francs region and has a population of close to 40,000. The Internet site presents the Municipal Council, the 1999 budget and various municipal services and detailed information on the garbage collection services. There is an up-to-date schedule of activities, a map of the city and a bulletin board where messages to residents appear. There are numerous photos of the region which users can click on to enlarge. An address book provides Net surfers with links to other sites in the region such as the Chamber of Commerce and the Bois-Francs school board. A map of the site is available and can be used to navigate easily on the site.

Yamachiche


Yamachiche
Upon arriving at the site of the municipality of Yamachiche, the surfer is greeted with a quiz (answers are included on the site). There is a section on municipal affairs which presents the current and former councils, the monthly municipal bulletins dating back to April 1999, the list of employees and statistical tables with a profile of the population. Located 20 minutes from Trois-Rivières, the municipality has a population of 3,025. The site offers a map of the Maskinongé region and many photographs of Yamachiche. The surfer can send a "virtual postcard" with a choice of eight photographs of the municipality. There is an historical section with subsections on toponymy and geology. The site has much more information such as an electronic directory with residents' e-mail addresses, an updated classified ads section, a list of commercial and industrial establishments, a section on agriculture and one entitled "Quoi de neuf?" (What's new?). A site plan makes surfing easier.
