2020 Manitoba's Transport Vision Official Canadian government site
2020 Manitoba's Transport Vision launches a public consultation into a 'long-term transportation investment plan' for the province. The site invites users to navigate through the materials offered, among them the consultation schedule, information sheets, news releases and newsletters, and discussion papers, and to give input into the future directions of transportation planning in Manitoba. A considerable portion of this site consists of numerous presentations and technical background studies, to inform the public participant. Most of these publications are in PDF format. As a convenience to the user, the site provides a link to Common Utilities, which opens a new window of links to utilities for downloading, such as Flash, Adobe Acrobat, Powerpoint Viewer, Word Viewer, RealPlayer, Shockwave and WinZip. There is also a tool that converts Acrobat to html on the fly. The Chairperson's message is provided, as well as contact information.

Aboriginal Justice Implementation Commission (Manitoba) Official Canadian government site
As of June 2001, the term of the Aboriginal Justice Implementation Commission (AJIC) has expired. The site is still active, however, and significant additions include the PDF files for thirteen consultation papers and the full text of the final report of the AJIC, in HTML format. Additional quarterly reports are also posted to the site. To provide additional context to the Commission's work, users may still view the full text of the original inquiry report in a quickly-loading HTML format. A link to the text of the Royal Commission on Aboriginal People is also given, as are biographies of all commissioners and elders. The AJIC was "established to review the recommendations of the Report of the Aboriginal Justice Inquiry (1991) and to advise the government on the recommended methods of implementing those recommendations for which the Province of Manitoba is responsible and accountable" (from Terms of Reference). As the work of the Commission has wound up it is expected the site's information may move to the Manitoba Justice Web site.

Aboriginal Justice Inquiry - Child Welfare Initiative Official Canadian government site
This bilingual Web site is a joint initiative among four groups, specifically the Manitoba government and three Manitoba First Nations organizations, to restructure the child welfare system in Manitoba. The Web site is structured according to three phases thus far achieved in the AJI-CWI's work (background, draft implementation and public feedback process). There will be five phases altogether once the Initiative's work is completed. This site is particularly rich with publications (in HTML and PDF formats) including Memoranda of Understanding, vision and mission documents, terms of reference, press releases, briefing documents and public consultation documents. There is also considerable descriptive information concerning the active work of the AJI-CWI, the structure, history and process of its activity. Links to all of the sponsoring organizations are provided, as well as to other relevant sources of information.

Access Manitoba Official Canadian government site
Access Manitoba is the completely overhauled and redesigned site for the original Manitoba Call Centre Team. Access Manitoba merges the concept of economic development initiatives and technological solutions with the expansion and relocation of customer contact centres. The Web site draws attention to Manitoba's communities, the existing industry base for call centres in the province and outsourcing support for interested companies. Profiles of towns, villages and municipalities on this site include the major centres in southern Manitoba, with links to the Manitoba Community Profiles Web site at http://www.communityprofiles.mb.ca. There is also considerable detailed information available from other home page links. "Manitoba at a Glance" is an overview of the province's economy, geography, and political structure. From large well-placed buttons on this page, the user may find current business costs, currency information, workforce capabilities, education and technology solutions, and lifestyle advantages. The link for "Why Canada?" offers a higher level view for investors desiring to relocate nationally. A site map and search engine are provided and pages are available in printer-friendly format.

Addictions Foundation of Manitoba
The text based homepage for the provincially funded Addictions Foundation of Manitoba provides an outline of this Web site's topics. The information provided under most of these topics is cursory, although the AFM's history is quite complete and detailed. There is also significant detail in the Program Delivery section, relating to AFM's development and delivery of prevention, education, intervention and rehabilitation services relating to alcohol, other drugs and problem gambling. Some detail for the AFM's library and a comprehensive listing of branch offices in numerous locations in Manitoba are also given.

Agricultural Societies Index Official Canadian government site
The Agricultural Societies Index is a specialized Web site belonging to rural organizations listed in Manitoba Agriculture and Food's site. The Index features the calendar dates for Manitoba Association for Agricultural Societies fairs on a seasonal basis, usually for the current calendar year only. Where fair dates and locations are posted, there are occasionally links to additional information for fair schedules, themes, and planned activities. Standards for judging food, handicrafts and clothing are also posted in HTML format on this site. There is also a description of the Manitoba Century Farm Award program, introduced in 1981, along with application forms.

Archives of Manitoba Official Canadian government site
With the passage of the new Archives and Recordkeeping Act, the former Provincial Archives of Manitoba changes its name to Archives of Manitoba. The new legislation reflects the role the Archives plays in preserving the documentary heritage of the province, with particular emphasis on the policies, standards and guidelines for government records. Archives of Manitoba's homepage links to key Web sites, including the Hudson's Bay Company Archives, the Freedom of Information and Protection of Privacy Act, and guides to genealogical, microfilm and fee-for-service resources in the Archives. There is also contact information and a summary listing of services to the public.

Auditor General's Office Official Canadian government site
The General Auditor's Office Web site (Formerly know as the Provincial Auditor's Office) opens with a welcome from the current auditor, Jon Singleton. Links from the home page lead to current and archived news releases, the mission, vision and organizational structure of the Provincial Auditor's Office, reports dating back to 1998 in PDF format, links to external organizations and contact information. The news releases also provide access to this Office's important resource of reports and reviews. The site is well organized and easy to use along these functional lines. Descriptive information about the Provincial Auditor's activities is not as well developed on this site, therefore the publications remain its greater strength.

Automobile Injury Compensation Appeal Commission Official Canadian government site
The Commission is "the appeal body for Manitobans who disagree with a decision made by Manitoba Public Insurance (MPI) about their benefits under the no-fault Personal Injury Protection Plan". The Web site states that the Commission is also completely independent of MPI. The listings on this site's home page include e-mail, phone and mailing address contacts, and a summary of the Commission's appeal activities and major legislation.

Business of Science Symposium 2002, Life Sciences Symposium Official Canadian government site
Research, Innovation & Technology's (RIT) major programs are featured in the Business of Science Symposium (BOS) site and an accompanying Biotechnology Web site. BOS was a first time offering in the department's history and was designed to bring attention to global opportunities in the life sciences sector in the province. In addition to investment opportunities, the symposium offered scientific expertise and a technology showcase. Although the symposium is finished, the site operates as a source of updates and continuing contact information to interested investors, researchers and companies. The site has the range of links provided by the RIT Web site, including publications, feedback, staff contacts and its mission and objectives.

Canada-Manitoba Infrastructure Program Official Canadian government site
Canada-Manitoba Infrastructure Program has a new presence on the Web and a new URL since the agreement was renewed for a further six years. The site offers detailed program information for the potential applicant. A display of current projects is provided, from a map of Manitoba's regions. The user clicks on the region of interest, which is further linked to a list of projects. Each project is linked to its own pop-up window with summary detail and a news release link. Environmental information is provided separately as well as being part of the program information. A media centre posts the Program's newsletter in PDF format, and news releases since 2000. There is a FAQ, contact information, site map, external links and links to the Canada and Manitoba government sites. The search feature is under construction.

Canada/Manitoba Economic Development Partnership Agreement (Manitoba Intergovernmental Affairs) Official Canadian government site
This Web site has evolved into a visually appealing, easy to use resource. It exists primarily as a listing of economic development projects funded under this federal-provincial agreement's priorities for business development, economic innovation, regional strategic priorities, and innovative economic development studies. Project descriptions link to these broader priority themes information as well as accompanying press releases. Links to the federal Western Economic Diversification and provincial Intergovernmental Affairs office (as co-sponsors of the agreement) are provided.

Citizens' Inquiry Service Official Canadian government site
Citizens' Inquiry Service's (CIS) presence on the Internet is designed to alert visitors to its bilingual information and referral capabilities. A FAQ gives ready-reference information and additional links if available, to a range of topics such as driver's licenses, genealogy, immigration, official emblems, statutes and regulations, taxes and tourist information. Another useful feature is the Manitoba Phone Directory, which lists telephone and fax numbers for all the major government departments and some agencies. An email contact page for government branch offices and programs is also available, and provides either the email link itself or a link to staff contact lists or directories. The home page for Citizens' Inquiry Service also contains an email form for submitting more in-depth queries for information on government services. CIS's service is available via phone (including toll free in Manitoba only) and for the hearing impaired via Telecommunications Device for the Deaf. Additional links on CIS's home page are for thematic pages on tourism, business, social conditions, employment, and government.

Council on Post-Secondary Education Official Canadian government site
This site, new in 2001, affords an outlook on efforts to promote excellence in education in Manitoba. This site is particularly helpful for descriptive and statistical data on post-secondary institutions in the province, and the complete spectrum of public and private schools and colleges is represented here. There is a site-map in a drop-down box, and a search engine at the user's disposal. A well-developed list of external links is also available. The Council also provides information on related programs with value for post-secondary students. A detailed list of statutes that apply to the Council's work, the Council's policies, statistical reports and supporting documentation complete this site.

Culture, Heritage and Tourism Official Canadian government site
The home page for Manitoba Culture, Heritage and Tourism has been completely redesigned in 2001 and is currently organized according to five major portals or themes in the department: Archival Services, Historical Services, Library Services, Provincial Information Services and Tourism. Listed within each portal are the relevant branches or programs within Culture, Heritage and Tourism. Additional features on the home page include direct links to news releases, Online Services offered directly by Culture, Heritage and Tourism (including Statutory Publications, Manitoba Government Publications Monthly Checklist, and MAPLIN (Manitoba Public Library Information Network) and a Featured Sites link to sections of interest in the department. This site offers important components such as the Freedom of Information and Protection of Privacy Act (FIPPA) guide and Web site, selected resources of the Hudson's Bay Company Archives, the home page for the Manitoba Legislative Library and Historic Resources, and links to Citizens Inquiry Service, Travel Manitoba and the Manitoba Government Libraries Council. East Side of Lake Winnipeg Planning Initiative Official Canadian government site
The Web site for the East Side of Lake Winnipeg Planning Initiative illustrates this program's function to inform the interested public of a sustainable and balanced plan for Lake Winnipeg's east side. The user will find the inaugural issue of the Planning Initiative newsletter, (in PDF format), a copy of the stakeholder letter outlining the planning process, and a lengthy phase I draft report based on initial consultations. Elections Manitoba Official Canadian government site
Elections Manitoba's Web site contains new links, as well as some recently added and updated resources. The Manitoba Federal Electoral Boundaries Commission is highlighted on the homepage, and this new site opens in a separate browser window. The homepage also contains the newest annual report, statements of votes from by-elections, and recent Elections Act amendments. There are also links to graphical representations of current provincial electoral boundaries in Manitoba, and numerous other publications of interest. These include the Voters' guide, brochures on absentee voting and personal security while voting, and retrospective annual reports. The separate section on Campaign finance legislation emphasizes the importance of this aspect in provincial electoral matters. There are financial summaries for general elections and by-elections going back to 1995. The site map is easy to follow and the list of external links to federal and provincial elections bodies is complete. Contact information is provided.

Employment Opportunities, Access Manitoba On-Line Official Canadian government site
Manitoba Civil Service Commission's Web site divides into two distinct program areas, 'Organization and Staff Development' (OSD) and 'Employment Opportunities, Access Manitoba Online'. OSD is a special operating agency of the Manitoba government and its mission is to assist in providing better public service. A recent addition to the Commission's Web site is Organization Development Tools' which aims to improve organizational effectiveness. Users are encouraged to download and reproduce the tools for use in their organizations. These downloadable resources include Organizational Assessment, Gap Analysis, and Training Determination. Users may also obtain printed copies of these tools. An upcoming conference, 'Symposium for Administrative Professionals' is also posted, with links to speakers and their program offerings. OSD's other programs include Training Workshop Services, Consulting and Conference Services, the Guide to Training and Consulting, (not electronically available; users must request a print copy), and the Administrative Certificate Program. "Employment Opportunities, Access Manitoba Online" serves the broader Manitoba audience with job competition listings organized into five occupational categories and instructions on how to apply.

Flood Information Official Canadian government site
This Web site is a departure point for users requiring up to the minute information on flood conditions and related topics for the 2002 flood in southern Manitoba. Most of the links offered on this Web site lead to sites within the Government of Manitoba, or other levels of government, where the information is frequently refreshed and includes: highway conditions, emergency measures to take in the event of flooding, flood forecasts, water levels and flows, and environmental conditions and forecasts. There are also links to post-flood resources and information, such as controlling molds and moisture, how to apply for disaster assistance, and health issues. A "Flood Media Update" gives current data on river levels and disaster assistance provided. Several, though not all of the links on this Web site are available in French, specifically, highways conditions, media update, a family emergency handbook for floods, and public health boil water notice. This site is text-based, and has no search engine.

Freedom of Information and Protection of Privacy Act Official Canadian government site
The FIPPA site is a detailed resource designed to assist the user in understanding and using Manitoba's privacy and access legislation. The homepage contains a menu of options, including an introduction to FIPPA, applicant and complaint forms (in PDF format) and the FIPPA legislation and regulation. Also in this section is a listing of local public bodies' directories of records. These are informative resources containing the mandate and purpose of public bodies, the kinds of records they create and receive, and their retention policies, if known. A designation for personal information banks is included where relevant to the public body, as required by FIPPA. The Access and Privacy directory is also posted, and is a recognized guide to the organization and records holdings of the Manitoba government and its agencies. An additional important resource on this site is training and education manuals for public bodies to assist them in understanding and applying FIPPA. Annual reports for FIPPA are posted on the site, and related links.

French Language Services Official Canadian government site
French Language Services' (FLS) Web site opens with its bilingual mission statement and logo "En français avec plaisir, At your service in English". From the home page, the user may browse the Minister's message, the March 1999 French Language Services Policy, and statement of the Active Offer policy. The Active Offer's intention "is to allow this community and the institutions serving it to access comparable government services in the language of the laws of Manitoba". A map of designated areas defined by the active offer policy is included on the Web site. Designated areas are those geographical regions in Manitoba with French language services offered by administrative bodies. The user may access the "Report on French language services, 1999/2000" and the Chartier report, "Above all, common sense" in PDF format. A comprehensive listing of FLS coordinators in government offices, and contact information for the FLS Secretariat are also provided. There is also a link to the Bilingual Service Centres Web site from the home page.

Government Records Office Official Canadian government site
Government Records Office is charged with providing records management programs and services to the government of Manitoba, school districts and divisions, and municipalities. It also preserves the archival records of government for access purposes and administers the Freedom of Information and Protection of Privacy Act (FIPPA). These three themes, recordkeeping, access and FIPPA are well-developed throughout the site. There are detailed explanations of the varying kinds of records, how they are managed, scheduled and preserved, and by what standards, policies and guidelines. ISO standards offered for information on this site are in PDF format. Government Records Office has also developed an official set of procedures for the retention and disposal of e-mail messages, electronic documents, duplicate and transitory documents, and office shredding. There is a FAQ, site map, and contacts for further information.

Healthy Child Manitoba Official Canadian government site
Healthy Child Manitoba is a new initiative offering programs and services to children, youth and families. This Web site offers two formats for the user: an enhanced graphical site and an accessible text-based version. Healthy Child emphasizes approaches for intervention in fetal alcohol syndrome, strategies to assist with education and financial support needs of expectant mothers and families, parenting of newborns, furthering the wellness of children and adolescents in schools, and making child day care accessible. The programs offered by Healthy Child reflect its cross-departmental nature. A significant portion of the site explores the Government's commitment to early childhood development. Substantial publications, annual reports and news releases are available, some in PDF format. A site map is available to navigate this detailed Web site and there is contact information for follow-ups. A welcome message from the Healthy Child Committee of Cabinet completes this Web offering.

Helen Betty Osborne Memorial Foundation
Although this site is new in 2003, the Helen Betty Osborne Memorial Foundation was created by legislative Act in 2000. The Foundation, in honouring the memory of Helen Betty Osborne, provides financial assistance to Aboriginal persons residing in Manitoba who are enrolled in post-secondary studies in Manitoba. It also acknowledges students who are 'making a difference in eliminating barriers of racism and sexism'. The Web site has information on the application, eligibility and adjudication processes, the procedure for applying, as well as information on the size and type of bursary offered. The application form is offered in PDF format. There is contact and application deadline information, and a related events page.

Hudson's Bay Company Archives Official Canadian government site
The homepage offers a brief description of the mission and mandate of this renowned national treasure. Links on the left side of the homepage are to the HBCA's hours, contact information, FAQ and topics such as interviews, holdings and copyright. The section for "On-line Research Tools" offers indexes and finding aids for searching and locating information in the HBCA's holdings. Among the resources indexed here the London Office Records (HBCA's original home), Post Records, Ships' Records, and Cartographic Records. Another interesting resource is a locator map of HBCA posts in North America. The user may click the appropriate region of Canada to find Hudson's Bay posts in that area. Further resources include the Manitoba Archives' Genealogical Guide, and numerous links to external sites. A Bibliography of works containing excerpts of HBCA records is also included. A gallery of Kathleen Shackleton's pastel portraits of women and men of the north is a feature on this site as well.

Immigrate Manitoba Official Canadian government site
Immigrate Manitoba, the new Web site for Manitoba Immigration and Multiculturalism, was unveiled as a resource to assist new Manitobans in finding opportunities in the province. The Minister's message outlines the broad functions of the site such as immigrant recruitment and selection, services for newcomers, and the provincial nominee programs. Explanations for these functions appear in considerable detail throughout the site. Topical items on the left side of the site's pages change with the context of each section visited. Tabs along the top are consistent throughout the site and provide the user with broad immigration service descriptions, information on learning English, the multiculturalism experience in Manitoba, and newcomer services. "Newcomer services" offers extensive information to help the potential immigrant settle in Manitoba. These include finding accommodation, where to shop and bank, health care services, and recreational opportunities. Links to external sites are equally numerous and diverse, extending well beyond existing and immediate resources to immigrants in the province. There are several areas on this site containing external links, chiefly, along the left margin on the home page, under the main Immigration tab, and in the "Info Centre" tab. The user can visit dozens of sites offering resources and services on every aspect of the immigrant experience in Manitoba and Canada. Most of the information on Immigrate Manitoba's Web site is text-based, loads quickly, and is easy to navigate. A site map and contact information complete this important resource.

Industrial Technology Centre is an agency of Manitoba Industry, Trade and Mines. Laws of Manitoba Official Canadian government site
The Statutes of Manitoba and Regulations are available in an online service that is up to date and offers considerable coverage of these legislative resources. The Statutes portion is comprised of the Continuing Consolidation of the Statutes of Manitoba (CCSM), various municipal acts not covered in the CCSM, such as the City of Winnipeg Charter, and private acts. Information tables are available for each product in PDF format. Annual Statute volumes are available on this site from 1996-2002 inclusive. The acts listed in the CCSM and Annual Statute volumes are in PHP format, and the section numbers link the user to the same section in the French-language equivalent for this site. The Manitoba Regulations are available, in PDF format, from 2000 to 2003 inclusive. Lieutenant Governor of Manitoba Official Canadian government site
This homepage features a photograph of His Honour Peter M. Liba, Manitoba's current Lieutenant Governor and Her Honour, Shirley A. Liba. The Web site offers information on the Lieutenant Governor's role and function, and activities planned for the term of office. Notable among these activities are the Lieutenant Governor's own themes for his term, and an up-to-date engagement calendar. There have been substantial revisions recently to this site that include biographical information on Shirley Liba. In March 2002, Manitoba Transportation and Government Services launched a new Web site, ManitobaAviation.com. This new site operates as a portal, and provides a 'database and a networking tool in support of the aviation industry in Manitoba and e-commerce initiatives' (Home page). From the database search box, the user can input a keyword string and retrieve business information, featured events and lists of related sites. There are alphabetical listings of Manitoba-based aviation businesses and air services, by place and name. ManitobaAviation.com also offers a wealth of information about Airports, Air Services, Aircraft Services, Events and Weather from drop down menus located on the home page. Visitors are urged to become members of this portal community. Membership, which is free, provides access to the site's interactive features, such as posting events and job notices, locating individuals with similar interests, and messaging and chat room services. A significant feature of this site is its offer to host members' Web sites for a nominal charge. Manitoba Business Calendar Official Canadian government site
The Manitoba Business Calendar is a joint effort among provincial and federal government agencies to inform business and economic developers of significant events in Manitoba, or involving Manitoba business anywhere nationally or internationally. The Calendar features events going back as far as 1997, and contains contact and scheduling/status information for trade shows, missions, regional meetings, summits, consular events, conventions and product fairs. A separate window is opened for each event's description. The current year's events are broken down into months. Manitoba Business Information Service Official Canadian government site
Manitoba Business Information Service is a portal linking the Business Calendar of Events, Business Opportunities, the Companies Directory and Economic News. Briefly, the Business Calendar lists trade and business missions and trade shows; Business Opportunities is a resource for Manitoba companies to market their goods and services globally, the Companies directory holds information on over 1,000 businesses in Manitoba, and Economic News (formerly Manitoba Economic News Database) is a database of news and overviews relating to positive economic activity in the province, taken from public sources. It should be noted that the Manitoba Trade and Investment Corporation also provides consolidated access to these databases on its site. Users of the Manitoba Business Information Service have the option to scan the site and search the site's databases manually, or sign up for the automatic e-mail notification service. Once registered, users may submit information on their company, contribute and take advantage of opportunities available on this Web site. The Manitoba Children's Advocate Web site is intended as a public resource for children, youth and families seeking information about the office and its activities. Manitoba Clean Environment Commission Official Canadian government site
The Manitoba Clean Environment Commission is an arms-length provincial agency 'that encourages and facilitates public involvement in environmental matters and offers advice and recommendations to the Minister of Conservation with respect to environmental issues, project approvals and environmental licenses' (home page). The Commission had in recent years maintained a relatively low profile but in July 2000 a new Chair and Commissioners were appointed, indicating that the Clean Environment Commission was to be revitalized. Manitoba's Climate Change Web site has several key components to bring Manitobans up to date on this subject. The homepage features descriptive information with links to the 'how, what and why' aspects of climate change. Manitoba Climate Change Task Force
This Task Force assists in the provincial government's strategy to respond to the changing climate. The Manitoba Clean Environment Commission acts as secretariat, and Lloyd Axworthy is the chair. Thus far the Web site hosts the Task Force's terms of reference, list of members, a schedule of public consultations, PDF files of submissions and comments received by the Task Force to date, working documents (a primer and workbook in PDF format) that are strongly urged upon anyone seeking to make a submission to the Task Force, some external links and a youth views page. The Web site for the Economic Innovation and Technology Council (EITC) has been substantively revised to include a new theme, Innovation, which provides links and topical information on business, government, education, financial and infrastructure aspects of innovation. This page is still under construction. The changes to EITC's site also reflect the addition of the Smart Winnipeg home page at http://www.smartwinnipeg.mb.ca. "Smart Winnipeg" is an initiative sponsored by the Province of Manitoba and the City of Winnipeg and its mandate is to make Winnipeg a technically enabled, or smart city. Manitoba Emergency Management Organization (MEMO), Manitoba Government Services Official Canadian government site
Manitoba Emergency Management Organization's Web site is a significant and independent portion of the larger Manitoba Highways and Government Services site. The emphasis of this English language site is on access and delivery of emergency related services and information. MEMO has an important and well-developed presence, with high-level as well as detailed information on emergency preparedness, response and recovery. Time sensitive events such as flooding, toxic spills, forest fires and dangerous weather conditions are updated on this site as needed, and nil reports are given when no current emergency exists. The preparedness section contains a multitude of new resources for the user: an online library of fact sheets for flooding and seasonal hazards, the Family Emergency Handbook, Manitoba Emergency Plan, and the Joint Emergency Preparedness. 'About EMO' provides a brief and factual outline of the agency's function. There is a well-developed list of external links to emergency preparedness and disaster planning sites in other jurisdictions. 'Quick Links' offer the latest issue of the MEMO newsletter and back issues, email capability contact. Each section in MEMO's site has the capability of accessing all other sections so navigation is easy and proceeds quickly for the user. The search engine provided is not specific to MEMO, however, but is for the entire Manitoba government. Manitoba Energy, Science & Technology Official Canadian government site

Manitoba Executive Council Official Canadian government site
Executive Council's Web site opens with a directory listing of the Premier's and Cabinet members' names and email addresses. Each name is a clickable connection to biographical information, too. There is only one other major program listed under Executive Council, French Language Services, and it is a single site, in bilingual format. French Language Services (FLS), at http://www.gov.mb.ca/fls/index.html, outlines the provincial policy and practical workings of government services in the language of the laws of Manitoba. The full text of the provincial government's French Language Service Policy is offered in both languages, as is a map of designated areas in Manitoba where service in French is offered. A link to the Active Offer page in the FLS site offers a description of how service is delivered in French in the province. From this page are additional links to high-level descriptive information for the French Language Services Secretariat, contact information, and a set of language policy terms and their definitions. Manitoba Family Services Official Canadian government site
This Web site was modified when the ministries of Manitoba Family Services and Manitoba Housing were combined in 1999 following the provincial general election. The homepage focuses predominantly on Manitoba Family Services, offering a brief departmental outline and program descriptions for each of the Administration and Finance Division, Community Living Division, Child and Family Services Division, and Employment and Income Assistance Division. The Child and Family Services link includes an on-line form for determining eligibility for childcare subsidies. A link to the broader Human Services Guide is also given. The section for Employment and Income Assistance is an exhaustive treatment of the department's delivery of a wide range of programs, and includes information on nutrition and health-related programs for women and children in care. Community Living outlines the services and programs available to individuals with mental and physical disabilities. Also provided are contact information and a link to the departmental Library. Information contained in the Library listing includes full text versions of newsletters and pamphlets. To date, these publications are for Family Services programs only. The Housing component of this ministry has not yet been developed. The site is easily navigated with all major elements listed on the homepage available from all other areas of the Web site. The site is replicated in French but is currently limited to only the Vie en société (Community Living) and Services à l'enfant et la famille (Child and Family Services) divisions. Manitoba Farm Safety Official Canadian government site
Manitoba Farm Safety is a new Web site designed to provide Manitoba agricultural workers, their families and educators with resources for improving farm safety and health and to inform them of the importance of preventing accidents. Resources include fact sheets, brochures, and tips on farm and occupational safety, reflecting the dual responsibility of Manitoba Agricultural, and Labour and Immigration departments. A search engine is specifically tailored for this site, and keyword access will retrieve program information for the user at specific age levels. The children's site provides games and educational materials for younger audiences. Some of the links on the children's page are to the general Web site offerings, too. There is contact information and a full mission statement and list of sponsors to this Web resource.

Manitoba Finance Official Canadian government site
Manitoba Finance's homepage structural reorganization highlights the most current information (provincial budget, taxation documents, minister's message, facts for investors, the Manitoba Advantage, and economic highlights) with a montage of Manitoba themes. Additional site links and links to current, and archived publications in PDF format, are listed on the left side of the homepage and throughout the site. The "Features" section includes budgets and budget papers, quarterly financial reports, and economic statistics, documents relating to the budget consultation process. The historical coverage of documents on this site ranges from current year to six years ago. "Quick Links" goes to provincial tax and government bond issue information. Manitoba Gaming Control Commission Official Canadian government site
This independent commission regulates and controls gaming in the province "with the aims of ensuring that the gaming activity is conducted honestly, with integrity and in the public interest". This straightforward Web site follows a table of contents format, supplying copies of the relevant gaming legislation, a list of board members, a FAQ on bingo and breakopen tickets, forms, employment opportunities and contact information. A timeline of gaming activity in the province is given too. The current annual report is included on this site, in PDF. Manitoba Health Official Canadian government site
Manitoba Health's home page now includes a fourth section, devoted to the Manitoba Health Services Insurance Plan. This feature links the user to a separate section for MHSIP, which offers questions and answers on health care coverage issues in Manitoba, and information on special insurance-related programs too. Other new sections include sites for West Nile virus, the Blood Recipient Notification Project for Hepatitis C patients and the Manitoba Hepatitis C Assistance Program. The remainder of the home page is still devoted to clickable links for the department's broad-based initiatives and public health programs, current news releases, and departmental services and publications. The Food and Nutrition and Emergency Services Branch Web sites contain mostly textual and descriptive information. The Food and Nutrition site features links to related information in other Manitoba departmental Web sites and in Canadian jurisdictions. The Emergency Services Branch site includes policies, standards and operating guidelines, a focus on northern and out-of-province patient transport, and a full treatment of licensing procedures for prospective and already qualified emergency medical personnel. Manitoba Health's consultation process on the future of Manitoba's public health care services takes the form of a consultation document posted on the Web site for public feedback. The consultation paper is offered in both HTML and PDF formats and consists of three sections concerning health care challenges, choice and achievements in Manitoba. The HTML version of this consultation document loads quickly and easily. An online questionnaire is appended for users to register their opinions on this process. Manitoba Hydro Official Canadian government site
Manitoba Hydro's Web site is maintained separately from the main Government of Manitoba Web site. This provincial crown corporation's home page is a succinct overview of the utility's services and philosophy. There are eleven separate information areas to visit on this Web site, accessible from the home page. For a different perspective, a site map is also available for consultation. The information offered ranges from the overview to the very detailed and comprehensive. The areas 'All About Us', 'Customer Service', 'Products and Services', 'Dollars and Cents' and 'System Operations' offer complete administrative and operational information on Manitoba Hydro's activities, as well as maps of provincial facility sites and related documentation. There is much practical information related to rates, as well as annual reports and publications as well. The areas 'Learning Zone' and 'Environment' provide an educational component to Manitoba Hydro's activities. 'Mitigation', 'What's Newsworthy', 'Electrical Links' and 'Employment' round out the offering for this large organization. This Web site makes effective use of frames, and most areas are easy to navigate. Comprehensive contact information is available, and a search engine as well.

Manitoba Industry, Trade and Mines Official Canadian government site
A user viewing the departmental home page for Manitoba Industry, Trade and Mines will find investment and small business services alongside minerals, energy and technology resources. There is no site map for the entire site, but navigation is straightforward. This department's considerable Internet offerings are signified by eight distinctive icons on the home page. Each icon leads to either a separate Web site (as in the case of Access Manitoba, Petroleum, Research, Innovation and Technology, and Trade and Investment) or a Web page subordinate to the Industry, Trade and Mines Web site. The latter Web pages include "Financial Services", "Manitoba Energy", "Mineral Resources" and "Small Business and Cooperative Information". Each contains a text description with links to related programs, brochures or special documentation in HTML and PDF formats. "Mineral Resources", which has its own site map, occupies a substantial portion of this Web site. The "Client Services" section contains links to the Library, Publication Sales and a section of free downloads. Publications Sales and the GIS Map Gallery have links on the left hand portion of the site. "Small Business and Cooperative Information" has publications for downloading, specificaly, the Ota-Miska guide to business services for aboriginals, and a series of business plan workbooks for entrepreneurs. A useful feature on the departmental home page is the Business Tools link. This link brings together all of the sources, directories and databases that serve the business interests of this department's clients. One of these sites, the Manitoba Business Information Service, is a portal with its own Web site. A message from the minister, a "What's New" link and contact information for each program are also featured. Manitoba Intergovernmental Affairs Official Canadian government site
Manitoba Intergovernmental Affairs has increased its program offerings with Manitoba Water Services Board, Conservation Districts, Neighbourhoods Alive and Business Development. The original themes of Local Government Services, Property Assessment, Land Use and Development, and Community Choices still anchor the Web site. All of these themes relate to the internal operations of the department or services to communities and individuals, and represent a cross-section of rural and urban government issues. The information offerings under these headings are mainly textual and descriptive in nature. Conservation Districts Program shows a map of thirteen established conservation areas in the province with clickable links to a description of each one. A Minister's message is complemented by a role and mandate statement as well as a detailed organization chart showing the relationships between internal and external responsibilities. Intergovernmental Affairs' national and international roles are featured in a brief mention of the Manitoba Nunavut Memorandum of Understanding (no text provided however), and the International Secretariat which coordinates the province's international cooperation agreements, and advances Manitoba's interests in markets abroad. To complete this site, there is a 'downloads' area where users may find documents in PDF or Word format. Thus far, only a 'Grow bonds' brochure is available. A site map and FAQ are also provided. Manitoba Justice Official Canadian government site
Manitoba Justice has a bilingual presence on the Internet now, and still features its main program areas: Safe Communities, Child Victims (for which a separate Web site is being developed), Drinking and Driving, Domestic Violence and Stalking, Family Law, and Court Processes. A new program area, Crime Prevention has been added, under which a major new initiative "Project Gang-Proof" was recently introduced. This initiative is well-represented in Justice's Web site, and offers valuable information on gangs and gang prevention in Manitoba communities. Another recent addition is the Impaired Driving background paper and consultation report. There are quick olinks to sites such as the Aboriginal Justice Implementation Commission, the Queen's Counsel Review and the Manitoba Service Excellence Award. Much of the information contained in these program areas is of a descriptive nature. Full text versions of fact sheets and brochures are available in PDF and HTML formats, as is the substantive 1999 edition of Family Law in Manitoba. Manitoba Labour and Immigration Official Canadian government site
The new home page for Manitoba Labour and Immigration is now a high level summary of its major functions: Employment Standards, Worker Advisor Office, Immigration and Multiculturalism, Labour/Management Services, Manitoba Labour Board, Office of the Fire Commissioner, Pension Commission, and Workplace Safety and Health. All of these program areas have major Web sites. The present home page contains a link to annual reports, and the reports of the Minimum Wage Board. There is also a message from the Deputy Minister and users are urged to contact the Employment Opportunities office for human resources-related matters. This site is still undergoing revision. The French version has not yet been updated to the same level or with the same content as the English version.

The Web site for the Manitoba Legislative Library features resources and services offered at both locations in the Manitoba Legislature and the Archives Building. The Library's homepage describes the mandate of the institution and on the left margin, links to major functions and products appear. Among these are the Library's Talisman online catalogue, the Monthly Checklist of Manitoba Government Publications, the Selected New Titles list of recently acquired books and government publications, a site map and other links. The historical and genealogical resources and services described in this Web site are particularly extensive as the Library serves a large client base in these areas. Other major collections, such as the United Nations and provincial and federal legislative collections are described too. Manitoba Liquor Control Commission Official Canadian government site
According to its own description, the Web site for the Manitoba Liquor Control Commission (MLCC) is a hub of information about wine, spirits, beer and Manitoba's liquor marts. There is extensive and detailed information for 2000 products, complete with pricing, cocktail recipes, and a gift ordering service that accepts credit card payment. The user can browse information on locations of MLCC liquor marts, find out about Air Miles rewards, and read the Sip 'N' Savour newsletter. This newsletter can be emailed directly to the user. In addition, there is a FAQ, a list of courses and seminars and employment opportunities at MLCC. The Commission's mission statement and mandate rounds out the offering. There is also a description of the business focus of the Web site and its benefits to suppliers, partners and customer businesses. The Manitoba Lotteries Corporation (MLC) is the Crown Corporation of the provincial government answering to the Minister responsible for Lotteries. It hosts a well designed Web site featuring predominantly gaming, entertainment, tour and promotion services to the public delivered through its two casinos. This information is presented in a sophisticated arrangement of graphics and text that may take some browsers additional time to load. Manitoba Marketplace (Manitoba Intergovernmental Affairs)
Manitoba Marketplace has a new identity, and its new URL distinguishes it from its former subordination to Manitoba Intergovernmental Affairs. This Web site is now a portal to Manitoba's communities, business and employment opportunities and is the result of a partnership between private and public sectors in Manitoba. The main purpose of the Manitoba Marketplace is to "increase opportunities for Manitoba business and communities by significantly improving access to information on what is purchased, made and sold by the public and private sectors in Manitoba". The site features straightforward navigation links, "What we buy", and "What we sell", to demonstrate the easy access to tender databases and sources for public sector purchasing. A "community toolbox" containing links to many private and public sector community development organizations is also given. There is a message from the Premier of Manitoba and a listing of the partners who developed and launched Manitoba Marketplace. Manitoba Natural Resources Official Canadian government site
This well-organized homepage provides links to all of Natural Resources' major program offerings, including messages from the Minister and Deputy Minister. Among the branches and services profiled in this Web site, the Land Information Division is a particular standout for its coverage of mapping and map sales, remote sensing and surveying, geographical naming services, and land information systems. The Manitoba Conservation Data Centre also offers a wealth of information on the status of animal and plant species in the province, including endangered ones. The Wildlife and Water Resources Branches are notable for keeping time-sensitive information up to date, and for providing links to commonly requested publications and related sites in other Manitoba government departments. This Web site opens with a broad welcoming statement and an outline of the Pension Commission site's offerings. The Web site for Manitoba Public Insurance has been completely revised to provide an integrated view of this corporation's resources and services. MPI's major themes of insurance, claims, driving, and road safety appear as clickable links throughout the Web site as well as on the home page. In addition, the home page offers the latest news and Web site updates, site map, disclaimer, links to driving-related programs in Manitoba Dept. of Justice as well as to other external sites. Manitoba Transportation and Government Services departmental Web site has been altered slightly to accommodate the name change from Highways and Government Services in 2000. Access to this Web site's service and program information is from two main portals, located at the upper right of the homepage. The Transportation portal is particularly well developed, offering information on road conditions, airports, ferry schedules, central and regional office information. Road condition information is for main provincial highways and is updated daily. The home page for Manitoba Women's Advisory Council offers five main directions of this agency's operations. Manitoba's Capital Region Official Canadian government site
The Capital Region Web site, (formerly Capital Region Review) has grown into an ongoing initiative to develop regional policy for Manitoba's Capital Region. There is a diverse selection of information on this site, ranging from the minister's message and a schedule of public meetings to an inventory of publications issued during the Capital Region's work. Manitoba's Graduated Driver Licensing Program Official Canadian government site
Changes to the Graduated Driver Licensing program in Manitoba took effect on January 1, 2003. This new Web site is a portal for young Manitobans, offering comprehensive youth programming information in a single Web site. The site offers a thematic approach to information delivery. Links on the left side of this site access services and opportunities in leadership, education, employment, recreation, health, and environment. Using the site map is a convenient way to view summary information contained within each theme. A forum, "Youth Speak Out" is intended for confidential feedback and contributions. Mental Health Education Resource Centre of Manitoba Official Canadian government site
MHERC's new Web site is still under construction for the most part. When completed, it will feature full-text publications, contact information, related links on mental health and wellness issues, MHERC's new quarterly newsletter (to be published in June 2002) and current resources dedicated to best practices in the field. These resources will expand to include speakers, presentations, and educational opportunities. MindSet, The Manitoba Network for Science and Technology
MindSet's Internet presence has substantially grown since it first appeared as a link from the Web site for Economic Innovation and Technology Council. MindSet's mission is to broaden awareness of science and technology programs among young people (kindergarten to high school level) by engaging business, educational institutions and government to act as catalysts. The site is simply and intuitively structured into "Left Brain" and "Right Brain" areas. Left Brain provides information on the government agencies, educational institutions and science/technology infrastructure whose programs and services emphasize technological or scientific content. The information offered here is not limited to Manitoba; there are many links here to external Web sites in the public and private sectors. The Right Brain area (termed "fun stuff") has student contests, learning opportunities with a distinctly recreational flavour, links to "yucky" Web sites, the Spam Cam and Bunny Survival Tests. This homepage for this new (as of August 2000) Web site opens with a figure of the Legislature's Golden Boy statue, and three thumbnails linking to a history of the Ombudsman, its Access and Privacy Division, and the administrative accountability function of the Ombudsman's Office. The site map provided is a useful way of navigating this Web site, as the information is written at a high level and requires recourse to several pieces of legislation, among them the Freedom of Information and Protection of Privacy Act and the Personal Health Information Act. Prairie Livestock and Environment Database Official Canadian government site
The homepage for this site is described as "a one-stop shop for information on the environmental issues associated with livestock production in the Canadian Prairies". Red River Valley Flood Protection Official Canadian government site
This site is described as a decision-support project, and was developed under the Canada-Manitoba Partnership Agreement on Red River Valley Flood Protection. It features textual and graphical resources to assist users in the complexities of flood protection planning. The history of flooding in the Red River Valley, and efforts to control its effects are documented, and the site employs an hydraulic modeling system called MIKE 11 to simulate water flows, levels, and water quality, in addition to modeling river flows over roads, culverts, and floodplains. This Web site gathers together recent news releases, background information and current school division maps in order to explain the process of modernizing the province's school division boundaries. Background text provides a concise description of the school divisions proposed for amalgamation, the administrative cost targets identified, and a history of school board amalgamation in Manitoba, while the division boundary maps provide visual context for this issue. Service Manitoba Official Canadian government site
Service Manitoba (formerly Service First Initiatives) is a "small, virtual organization within the Manitoba Government dedicated to helping departments create better service"' (Home page). This Web site is also targeted to students and the general public. Service Manitoba's site features a diverse offering of descriptive content, program information and specific tools. The user may browse a summary of the International Summit on Public Service Reform (1999) and download speakers' presentations in PDF format. The findings of the Citizen's First survey of government services are also provided, illustrated primarily in graphical form, with textual bullets and tables. A resource for Manitoba Government departments and agencies is the Service Manitoba Fund, created to help civil servants implement new ideas. The site shows examples of funded projects that promote enhanced government services. Users may also find a detailed description of The Common Measurements Tool (CMT), and methodology for accessing and implementing the software and analyzing the data. The CMT is designed for government service providers to measure client satisfaction. Social Services Appeal Board Official Canadian government site
In 2002, the Social Services Appeal Board has become the legislative authority for the appeals process in Manitoba. Detailed highlights of the new Social Services Appeal Board Act illustrate the Board's new status. The SSAB Web site offers summary descriptions on appeals processes in the following issues: adoption agency licensing, child day care subsidies, child day care licensing, employment and income assistance, prenatal benefits, residential care licencing, vocational rehabilitation services eligibility, and mental disability care. Information on how to appeal and what to expect from the appeal hearing process are also included. Contact information is provided too. The link to the French language version of this site has not been activated as yet.

Think Again Teen Pregnancy Prevention Campaign
Think Again is a provincially funded Web site focussed on issues relating to preventing teen pregnancy. It grew from the expressed concern of the Manitoba Association of School Trustees about the link between child poverty and teen pregnancy. The site provides facts on birth control and pregnancy options, sexually transmitted infections, and myths, facts and statistics. In addition, there are interactive features such as quizzes and games, and an area where users may pose questions and help others in their peer group. Other resources include links to workshop information, how to select a clinic and doctor, and other links to related Web sites. English and French informational videos on a variety of subjects are available and may be viewed using Windows media player.

Training and Continuing Education Official Canadian government site
Training and Continuing Education's Web site is closely allied with the newly created Manitoba Department of Advanced Education. This site features Career Information and Services, Education and Training Opportunities, Funding and Resources for Business, and external links. There are many brochure offerings, particularly in Career Information and Services, describing apprenticeships in trades, and there is considerable supporting documentation for employers and job seekers alike. Education and Training Opportunities focuses on post-secondary, vocational and adult learning. Business Resources and Funding Opportunities feature programs for employers and students respectively. Some useful publications are available in PDF format on this site: High Demand Occupations in Manitoba, Guide to Post-Secondary Education and Training, and the Employment Standards Guide. The Web site is well developed by the inclusion of sources of information on youth and aboriginal employment programs, and links to online applications for child care subsidies, student financial aid, and career opportunities with the provincial government. A message from the minister and a site map complete this Web site.

Travel Manitoba
Travel Manitoba's Web site offers a greater variety of links to tourism information and services. The site provides an interface that is easy to use, and which loads quickly into most browsers. The "Manitoba Events Guide' and the "Adventure Guide" are still available, and users may download a screensaver, send a virtual postcard and order online vacation kits. From standard links across the top of the site and down the right side, users can access information on accommodation, provincial parks, quick tourism facts and a selection of maps. Links to meetings information and visitor facts are cross-referenced with Travel Manitoba's signature publications, the Accommodations and Campground guides, and the Events guide. A link to current Manitoba weather conditions is featured. Dropdown boxes offer quick links to recreational activities in the province as well as maps. When a map is selected, links to the existing communities and regional Web sites are found. More detailed maps are also available and the site recognizes the Official Highway Map of Manitoba as an authoritative source. Each page on this site is offered in a printer-friendly format. The user may view a selection of RealVideos on Manitoba themes, or listen to sound files of birdcalls. There is a local search engine and users have the option of listing their tourism-related site with Travel Manitoba. There is also e-mail capability for requesting a wide range of printed information.

Workers' Compensation Board of Manitoba
The home page for Workers Compensation Board of Manitoba (WCB) has been revised to reflect substantial design and content changes. A search engine for the site appears on the home page, which also features the mission statement for the organization. The user can access specific features relating to benefits, employer services, claims, appeals, publications, legislation and general workers' compensation information by referring to a navigation bar. "About WCB" provides an excellent and detailed description of this agency's philosophy and operating principles and "Who to Call" is not only a contact list, but a directory of essential services WCB offers. "Community Initiatives and Research Program" is a recent and forward-looking initiative focussing on the integration of workplace safety and health issues in the educational curriculum in Manitoba. Claim forms are also now available in PDF format. A "What's New" link on the home page also takes the user to PDF files of the WCB policy manual, current newsletters, and news releases.

You Lose Official Canadian government site
"You Lose = Vous perdrez gros" is Manitoba Justice's campaign to combat drinking and driving. This Web site features the province's news release announcing the strategy to enforce lifetime drivers' license suspension for repeated drunk driving and auto theft offences. There are also descriptions of existing legal consequences drunk drivers face, including impaired driving laws, as well as detail on the social and individual effects of drinking and driving. Links to such organizations as MADD, and TADD, the Addictions Foundation, Operation Red Nose and this Web site's co-sponsor, Manitoba Public Insurance, are also featured.
