1. Approval of Agenda

Two items were added to the agenda.

2. Approval of Minutes

The minutes of the March 10, 2003 Special Meeting were approved.

3. Secretariat Report

3.1 R. Manning and M. Landriault reported on the administrative status of CIDL. Only one membership fee is outstanding, although two associate members (Algonquin College and National Gallery of Canada) have withdrawn. This was offset, however, by the addition of Dalhousie University as a new member. The current balance of funds is sufficient for CIDL to undertake new projects. CIDL currently has 55 members (24 associate, 31 full). Noting that of all the members of CARL, only UBC is not a member of CIDL. L. Copeland will be asked to approach the management of UBC informally to encourage them to join.

3.2 The Steering Committee confirmed its wish to establish a new category of membership to be called Sponsor. The fee for this category will be $1500 annually. CIDL membership will be limited to libraries and not-for-profit organizations. Other companies and organizations may become sponsors. The bylaws will be revised accordingly. Sponsors will be promoted on the web site and at all CIDL events.

3.3 CIDL has provided a number of bursaries and sponsorships since the last meeting. There were no applicants for the Humanities Workshop at the University of Victoria.

  • UNB Electronic Text Centre, Summer 2003: $500 bursary awarded to Peter James, University of Winnipeg
  • Access 2003, SFU: $500 bursary awarded to Julie Arie, Saskatchewan Provincial Library
  • Metadata Forum, Library and Archives Canada: CIDL provided $500 sponsorship fee and the time of the CIDL Coordinator who served on the Organizing Committee. In addition, CIDL nominated two speakers (Alexander Eykelhoff, Bibliocentre and David McKnight, McGill University)
  • Access Symposium 2003, SFU: CIDL provided $500 in travel to support a CIDL member as guest speaker (David McKnight).

3.4 The current term of this Steering Committee is coming to an end. The bylaws stipulate that members may not be elected for more than two consecutive terms. Four of the present members, therefore, are ineligible for election. The three incumbent members eligible to hold a second consecutive term are HALINET, Simon Fraser University and the University of Victoria. They are encouraged to stand for re-election to ensure continuity on the Steering Committee. In October, nominations will be called from the membership and elections will be held in November. During the election, the membership will be encouraged to give consideration to continuity; to geographic representation; and to including different types of library. The Steering Committee decided to hold a joint meeting of outgoing and incoming Steering Committee in December to prepare for an open meeting that would prepare a national strategy for digitization in Canada.

3.5 R. Manning provided an overview of the ongoing transformation of the National Library of Canada and the National Archives of Canada into the new Library and Archives Canada. The legislation is before the House of Commons and intensive consultations within the two institutions have been underway for some months. The new institution has not yet reached the point of determining its ongoing relationship with CIDL. L. Swain explained the status of the Digital Library Task Force and the historical and current sources of funding.

3.6 CARL request for speakers CARL has requested that CIDL provide speakers on the subject of preservation of born digital documents in the context of a national strategy. R. Manning will confirm the requirement with CARL and will contact L. Swain and K. Turko who each volunteer to identify appropriate speakers.

4. OCLC Training Workshops

OCLC has offered to co-sponsor workshops with CIDL. A number of questions are raised regarding the roles and responsibilities of CIDL and OCLC for local arrangements, facilities, etc. In particular the Steering Committee expressed concern about revenue sharing and benefits to CIDL members. It was also noted that some of the possible workshops (such as Copyright) would have an American focus inappropriate to the Canadian situation. The secretariat is requested to poll the membership about whether they would prefer CIDL to partner with OCLC or to develop its own "made in Canada" training program; it would be made clear that charges would be limited to cost-recovery. C. Bonnelly will discuss these matters with D. Boivin of OCLC.

5. Godolphin Report

The Steering Committee discussed the Godolphin report which is available on CIDL's web site. The focus of this report includes the relationship between Library and Archives Canada and CIDL. Since LAC is still working on its transformation plans , B. Bell agrees to develop a short term strategy on the role of CIDL in the creation of a national strategy on digitization. The draft strategy will be brought to the joint Steering Committee meeting in December and once approved will be presented to the CIDL membership as a discussion document for a subsequent Open Meeting to be held no later than spring 2004. The Steering Committee noted that CIDL plays a pivotal role in linking a national approach with local activities.

6. National Newspaper Consultation, 2002 Mary Jane Starr

Mary Jane Starr provided an overview of the follow-up to Canadian Newspapers Online: A National Consultation. The report of this consultation is available on the website of Library and Archives Canada under the title: Toward a national strategy to strengthen access to Canadian newspapers online. The ultimate goal is to establish an integrated national strategy for newspapers. She noted that the legislation to establish Library and Archives Canada includes the possibility of collecting not only hard copy but also of sampling the Internet. Since the consultation, Library and Archives Canada has established the Centre for Newspapers and the News in Canada which will provide a strong focus for newspapers. LAC is now taking stock of its newspaper-related collections and is embarking on a consultative and partnership-based approach to dealing with newspapers, particularly electronic newspapers. Subsequent discussion led to the conclusion that CIDL should coordinate information about funding sources and interpret their appropriateness for CIDL members. There is an opportunity to approach funding sources and to influence their direction.

7. Our Roots/Nos Racines

The Our Roots/Nos Racines project has been informally advised that they will receive funding for Year 3. However, the funding will be less than the $1 million application. Nevertheless, this news permits the partners to embark on the work of year three in the knowledge that funding will be forthcoming.

Next Meeting

The next meeting of the Steering Committee will follow the fall elections. We will aim to hold a joint meeting with all outgoing and incoming members of the Steering Committee in December, 2003.
