Welcome

Brian Bell welcomed the Steering Committee and thanked Mary Westell, University of Calgary, for hosting the session and providing a tour of the University Library and Information Resources Department.

1. Approval of Agenda

2. Approval of Minutes

The minutes of March 7, 2005 teleconference were approved. (D. McKnight; B. Bell)

2.1 Business arising:

a) Steering Committee Membership:
The Steering Committee welcomed Mary Westell who will represent the University of Calgary.
b) By-law Revision: By-law #11:
By-law #11 was revised to reflect administrative developments at Library and Archives Canada, and published on the CIDL Web site at
www.collectionscanada.gc.ca/cidl/040021-506-e.html
c) Metadata Working Group 2005:
D. McKnight reported that the Metadata Survey generated a 58% response rate from CIDL members. The survey was hosted by Infopoll at McGill University.

i) The Steering Committee will thank the McGill and Infopoll staff who assisted with mounting survey and harvesting the data.

ii) The Metadata Working Group will prepare its summary report of the survey.

d) Canadiana.org:
On March 18, 2005 CIDL sent a letter to the Honourable Liza Frulla, Minister of Canadian Heritage, to express its support and to encourage funding for the "Canada in the Making" project led by Canadiana.org. CIDL received a letter from John Teskey, Chair of Canadiana.org, to express the organization's gratitude for CIDL's support.

3. Secretariat Report

3.1 CIDL Membership:

R. Manning reported on the administrative status of CIDL. For 2005 CIDL has 55 members: 31 Full, 24 Associate. OCLC Canada and Next Library Inc. are official CIDL Sponsors for 2005.

Discussion of membership fees was held. There will be no membership fee increases for 2006. Billing for 2006 will commence in January, 2006.

3.2 Finances:

The current balance of funds is sufficient for CIDL to pay staff salary and disbursements for fiscal year 2005-2006.

3.3 Steering Committee Election

The term for the current Steering Committee ends in January 2006. Discussion of the nomination and election process was held. HALINET (Chair Brian Bell) and University of Victoria (Chris Petter) have completed their second consecutive terms and are not eligible. The election process will begin in December to be completed in time for a joint Steering Committee meeting at the end of January 2006.

3.4 CIDL Bursaries & Sponsorship:

For 2005, CIDL awarded members two travel bursaries: Nancy Stuart (University of Victoria) attended the 2005 Summer Seminar Series of the Electronic Text Centre, University of New Brunswick; Marie-Hélène Vezina (Université de Montréal) attended Access 2005 in Edmonton.

CIDL provided a $500 sponsorship to the Library and Archives Canada Metadata Forum 2005; and CIDL Coordinator Michelle Landriault worked on preparations for the Forum.

CIDL will offer members two travel bursaries in 2006.

3.5 Digital Canada numérique Web Forum

The Digital Canada numérique Web Forum is in final development and will provide CIDL members with a discussion and tool sharing forum in English and in French in 2006.

4. Digital Canada numérique

a) Chair B. Bell reported on his attendance on behalf of CIDL and Digital Canada numérique in 2005 at:

Saskatchewan Library Conference, June 2005;

Canadian Association of Research Libraries (CARL) Annual Meeting, June 2005;

Library and Archives Canada, Exploratory Meeting on Canadian Digital Information Strategy, October 2005;

CARL Fall General Meeting, November 2005.
b) Discussion of Digital Canada numérique draft policy. The Steering Committee will review the current draft and provide comments to the Secretariat for final draft.

5. Inventory of Canadian Digital Initiatives:

Discussion about the Inventory identified the project as a valuable resource and analytical tool in the national digitization landscape. B. Bell presented the CIDL analysis on digitization efforts in Canada, "Who is doing what and where," at the CARL Fall General Meeting. The report, based on project entries in the Inventory, was well received.

Discussion about improving the Inventory suggested that there is an opportunity to explore within the Inventory the creation of MARC-like records and the use of controlled vocabulary.

B. Maes offered to bring the project to the Dalhousie University Library for consideration. The CIDL Coordinator will investigate with Applications Management and Web Services at Library and Archives Canada.

6. Library and Archives Canada Summit 2006: Canadian Digital Information Strategy

S. Haigh reported on LAC plans to hold a national summit in March, 2006 to explore roles and responsibilities in the development of a national digital information strategy in collaboration with the broad digitization community. The summit follows exploratory sessions hosted by LAC in October, 2005.

There are preliminary plans to conduct the summit under three subsets that encompass, but are not limited to:

  • the body of Canadian digital content:
    • digitization -- born digital
    • coordinate digitization on a mass scale
  • improve digital production for long term access
    • foster good production and digital preservation
    • identify network of trusted digital repositories
  • maximize open access to digital information on a national basis
    • framework within rights management
    • user-focus: information literacy training

B. Bell accepted an invitation to be a member of the LAC Summit organizing committee. The CIDL Steering Committee will be invited to participate in the Summit.

7. CARL: Open Canada Digitization Initiative

The Steering Committee discussed the Open Canada Digitization Initiative drafted by CARL. It was unanimously decided to issue the following statement to the OCDI Steering Committee, and to the CIDL membership.

The Canadian Initiative on Digital Libraries, a cross-sectoral organization that includes membership from a variety of types of libraries and is open to other like-minded memory organizations, endorses the Open Canada Digitization Initiative (OCDI) initiated by CARL and supports the general principles of the draft vision and declaration documents. Through its 2006 workplan, CIDL will continue to represent its membership in advocating for a national digital strategy; and advance the development of its Digital Canada numérique initiative. As further contribution to setting a national digital strategy, the CIDL 2006 workplan includes, but is not limited to, the following:

a) CIDL will continue its normal operations in 2006: Steering Committee (2006-2007) election process begins in December 2005; and the 2006 membership campaign will start in February. An issue of CIDL News will be published to include a report on 2005 activities from current chair Brian Bell (HALINET).
b) The CIDL Metadata Working Group will harvest the information from its recent Metadata Survey and prepare its report on current Canadian practices in metadata standards;
c) CIDL will continue to improve its Inventory of Canadian Digital Initiatives as a national registry by investigating the possibilities of enriching the reporting and information harvesting mechanisms;
d) CIDL sees a role for itself through potential involvement in the committee structure of the Open Canada Digitization Initiative;
e) CIDL plans to participate fully in the Library and Archives Canada National Digital Information Summit slated for March 2-3, 2006;

As progress is made in 2006, CIDL will assess its future role.

Next Meeting

The next Steering Committee meeting will be a joint meeting of the outgoing and incoming committees at a teleconference at the end of January 2006.
