Summary:
The decline of the Fraser River salmon stocks is likely the result of a complex set of factors including changing ocean conditions, habitat loss and water quality in the Fraser watersheds, open net cage aquaculture on the migration routes of juvenile sockeye, and ineffective management regimes. The commission should address the lack of funding for watershed and stewardship groups to implement the Wild Salmon Policy, as well as examine DFO's stock assessment budgets to determine the minimum funding necessary to adequately monitor wild salmon stocks.
