Summary:
Aquaculture businesses must demonstrate environmental neutrality with respect to their operations and should fund testing.

Submission:
It is in the best interest of the people of Canada to investigate the viral impact of fish farms on wild salmon to the fullest extent. The burden of proof does not lie in the hands of the people, but in the hands of the aquaculture businesses. It is the aquaculture businesses who must demonstrate environmental neutrality with respect to their operations, not us, the people. In this respect, funding for such testing, if required, should come from the aquaculture businesses not the people. Such testing should be done by a neutral body, a body with which the people and the aquaculture businesses can agree upon. This falls in order with the universally accepted precautionary principle. Anything less than compliance would not be democratic.
