Salmon farms cannot be placed on migration routes.

Submission:
The evidence from the Cohen Inquiry appears irrefutable, or at the very least, strong enough to make real change. In a sense, it seems like a pretty simple issue to solve; salmon farms cannot be placed on migration routes. What is actually preventing the BC government, and/or the DFO, from carrying out their responsibilities?
