Stop open pen fish farming.

Submission:
Please stop open pen, ocean based, fish farming. Closed pen, land based fish farming is fine as it stands. Our oceanic sea life is fragile and we already poison our waters enough. What kind of legacy will you all want to be responsible for leaving for the future?
